.

.

.

Council Member Nelson said she would have trouble passing the ordinance with the
things that are on the list. She then said she could agree to pass the kennel portion
tonight.

Mayor Swedberg commented that he was being asked to put his name on a bad law and
he will not do it. Council Member Broussard Vickers said it costs the City money to do
this one thing at a time and all the items in question are currently in the ordinance.

Council Member Nelson said she did not want to go through the document at this point in
the meeting due to the time.

Council Member Broussard Vickers said she did not feel the document should go back to
Planning and Zoning but should be discussed at Council level. She then commented that
she had heard there may be a request to put a dog kennel in commercial zoning and had
spoken to the Chair of the Planning and Zoning Commission and he had said the intent of
the Commission was to allow kennels in the industrial zoning only.

Council Member Travis asked if the party in question was on the right lot.

Ms. Moore-Sykes explained it was the correct lot but the owner is under the impression
that the lot is zoned light industrial and has been told there is no such zoning.

Council Member Broussard Vickers indicated that he had been told that light industrial
zoning does not exist numerous times.

Council Member Travis said he thinks there are items that need tweaking and the only
way to get the intent of the Commission is to meet with them.

Council Member Travis asked if there were other issues on the kennel making it
unnecessary to expedite the change.

Ms. Moore-Sykes indicated that if the party in question purchases the lot she would need
to come before Council for a variance because the lot is not wide enough.

Council Member Broussard Vickers indicated the lot could not be split that way if it is
not wide enough. Mr. Palzer indicated the property would be only 125 feet wide and the
ordinance requires 200 feet.

Council Member Broussard Vickers asked how he was able to subdivide the property.
Mr. Palzer indicated the property was subdivided for First Class Concrete with 250 feet
of frontage along the road but said he is not sure of the particulars.

Council Member Broussard Vickers clarified there was no need for the kennel portion
tonight.

Page 17 of21
