City Council <br />August 11, 2004 <br />Meeting Minutes <br />VI. PUBLIC HEARINGS <br /> <br /> <br />None. <br /> <br />VII. NEW BUSINESS <br /> <br />1. Resolution #04-038 Domestic Violence Awareness Month <br /> <br />Motion by Council Member Capra, seconded by Council Member Broussard <br />Vickers, to approve Resolution #04-038 as presented. All in favor. Motion carried <br />unanimously. <br /> <br /> <br />2. Resolution #04-039 Accepting Bid for the 2004 Street Seal Coat Project <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member Paar, <br />to approve Resolution #04-039 awarding the bid for the seal coat project as <br />presented and recommended by the City Engineer. All in favor. Motion carried <br />unanimously. <br /> <br />3. Policy/Procedures for City sign, Web Site & Cable Channel Usage (Community <br />Events) <br /> <br />Mayor Sweeney commented that, in his opinion, the separation of church and state has <br />been misinterpreted and he interprets it to mean that the state cannot establish a religion <br />and it does not state that the City cannot use its sign to advertise community events that <br />may be held at a church. <br /> <br />Council discussed the matter and agreed that Staff should use common sense and good <br />judgment as to whether it is a community wide event and whether advertisement of it <br />would be appropriate. <br /> <br />4. Police Budget <br /> <br />A formal budget was not submitted for consideration. Council discussed the police <br />budget briefly as well as discussing some issues that are arising with the three City police <br />group. <br /> <br />Council discussed the difficulties with the Police Commission and asked Staff to obtain a <br />quote for police services from Lino Lakes, Anoka County, and provide the information <br />previously prepared by Staff on the City having its own police department. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Capra to table the police budget to the next meeting.
