City ofCentervi\le
Council Meeting Minutes
June 12,2002

City Attorney Hoeft indicated Goiffon was a City street and could be closed if the City
desired. He then said that closing the street and allowing for an expansion of the Church
would eliminate any proposed use by the County.

Council Member Nelson said she was ready to vacate the street.

Mayor Swedberg indicated there would be options for City land and indicated the City
would be willing to discuss them with the Church.

Council Member Nelson indicated she would be open to discussion on the land but would
lean more toward purchasing rather than trading because the City needs to recover its
costs on that property.

Council Member Travis indicated the ultimate disposition of that property was to be
commercial and he thinks people will have a problem with allowing it to become a
parking lot that does not add to the City's commercial tax base.

Council Member Broussard Vickers indicated the amount of money spent to acquire the
property would need to be recouped.

Council Member Travis indicated he would be more in favor ofleasingthe property.

Fire Chief Bennett indicated he would need to have access to the buildings to within 150
feet of the farthest side of the building.

Mayor Swedberg indicated that the City water would come up during the budget
discussions which he expects to be completed by mid-August.

Council Member Broussard Vickers commented that the answer on City water to the
downtown area is money and said if the City has the money she would like to do it but
said there is no way that the City can foot the entire bill for running City water down
there.

Council Member Broussard Vickers suggested having joint meetings to discuss the
options.

Council Member Capra indicated it is feasible to bring water downtown but at what cost.

Mayor Swedberg asked Ms. Moore-Sykes to work with the Church to accommodate their
requests and update Council.

Council Member Capra asked if the Church was interested in the City starting the process
of vacating Goiffon regardless of whether the building goes in.

Ms. Knoll indicated the Church is interested in having the road vacated whether or not
the expansion proceeds.

Page 4 of23
