Continuing Education. <br /> <br />1. Conferences and Seminars. <br /> <br />a. In General. The City may pay for conferences <br />and seminars that the employee's department head <br />determines will contribute to the better <br />performance of the employee's job and the City's <br />business. A conference or seminar is a course <br />that occurs in one continuous block of time. To <br />qualify for payment, the employee must secure <br />the prior approval of the department head, who <br />should verify that the expenditure is budgeted. <br /> <br />b. Non-department heads must meet the following <br />criteria: <br /> <br />. To be eligible to attend a national <br />conference an employees have been employed <br />as a full-time employee by the City of <br />Shakopee for one year. Part-time employees <br />and those employed less than one year are <br />encouraged to attend state or local <br />conferences. <br />· Sufficient money must be available and <br />budgeted in the departmental line item for <br />travel and subsistence; <br />. The department head shall make a <br />recommendation that there will be a benefit <br />to the City for the attendance by the <br />employee at the conference; <br />. If the non-department employee is also a <br />non-exempt employee, no overtime <br />compensation will be paid for the absence <br />away from the City - only straight time for <br />the assumed 8 hour work days while <br />attending the conference; holidays which <br />occur during the scheduled conference shall <br />be charged against holiday leave.
