<br />1. In General. City employees must be exceedingly <br />careful to avoid a conflict of interest and even <br />the appearance of a conflict of interest. <br />Therefore, a City employee,' acting in the <br />employee's official capacity, may not transact <br />official City business with a family member, or <br />with a business or person with whom that employee <br />has a financial interest or involvement. An <br />employee may be requested to resign from outside <br />employment if the conflict is irreconcilable and <br />the employee's department head and the City <br />Administrator cannot find another way around the <br />conflict. <br /> <br />2. Participation in Federal Projects. The City may <br />undertake projects under federal contract or with <br />federal funds. City employees, who exercise <br />certain functions or responsibilities with respect <br />to these federal projects, during their tenure <br />with the City and for a period of one year after <br />terminating employment with the City, are <br />prohibited from having any interest, direct or <br />indirect, in any contract or subcontract or the <br />proceeds thereof, for work performed under the <br />federal project. In addition, employees are <br />prohibited from soliciting or accepting <br />gratuities, favors, or anything of monetary value <br />from potential contractors or contractors to be <br />hired for federal proj ects. Employees violating <br />this provision shall be subject to disciplinary <br />action. <br /> <br />G. Protected Information. <br /> <br />1. Disclosure of Information by Employees. As <br />provided in Minn. Stat. Sec. 181.932, the City <br />shall not discharge, discipline, threaten, <br />otherwise discriminate against, or penalize an <br />employee regarding the employee's compensation, <br />terms, conditions, location, or privileges of <br />employment because: (a) the employee, or a person <br />acting on behalf of an employee, in good faith, <br />reports a violation or suspected violation of any <br />federal or state law or rule adopted pursuant to <br />law to an employer or to any governmental body or <br />law enforcement official; (b) the employee is <br />requested by a public body or office to <br />participate in an investigation, hearing, or <br />inquiry; or (c) the employee refuses a <br />supervisor's order to perform an action that the <br />VI-19 <br />
