<br />TRANSFER - Movement of an employee from one job class to another, or one position <br />to another, of equivalent pay. <br /> <br />Article 4. - Appointments <br /> <br />4.1 General <br /> <br />All appointments to municipal positions shall be made by the appointing authority, or <br />their designee(s) upon recommendation ofthe City Administrator (or upon the <br />recommendation ofthe Police Commission in the case ofthe Police Department, or upon <br />the recommendation of the Economic Development Authority in the case of the <br />Economic Development Director Authority employees, or upon the recommendation of <br />the Library Board in the case ofthe Library). (Revised 1llI6/99) All appointments shall <br />be based upon merit and fitness for the position, free from personal and political <br />considerations. When required by law or by Council, merit or fitness shall be determined <br />by written, oral or other examinations designed to evaluate the ability of the candidate to <br />successfully perform in the position for which the examination is held. <br /> <br />4.2 Non-discrimination <br /> <br />It is the policy of the City of Blue Earth to provide equal opportunity to all persons <br />without regard to race, color, creed, national origin, religion, gender, sexual orientation, <br />marital status, status with regard to public assistance, age or disability. No person shall <br />be discriminated against with reference to employment in any forbidden by law. It is the <br />responsibility of all department heads and supervisors to insure implementation of this <br />policy. <br /> <br />4.3 Temporary Appointments <br /> <br />If necessary to prevent interruption of service or inconvenience to the public, the <br />Appointing Authority (or its designee) may make temporary appointments. A temporary <br />appointment may be made for a specified period of time or may be open-ended. When <br />the appointment is open-ended, the City Administrator shall determine the ending date <br />based on needs ofthe City, subject to Council approval. Temporary appointments will <br />normally be of a duration of six months or less. Extension of this maximum time period <br />may be made on an exception basis if warranted by the needs of the City and approved by <br />the City Council. <br /> <br />4.4 Pre-Employment Medical Examinations <br /> <br />The City may determine that a pre-employment medical examination is necessary to <br />determine fitness for any City position. Where a medical examination is required, the <br />offer of employment shall be made contingent upon successful completion ofthe medical <br />exam. The physician conducting the exam shall be provided with a description of the <br />duties and responsibilities an other pertinent information about the position. If the City <br />
