Probationary Employee - Any employee who is working in a position for the initial <br />twelve-month period of employment in that position. <br /> <br />T. Probationary Period - The initial twelve-month period of employment in any <br />position. <br /> <br />U. Promotion - An advance in position from one classification or grade to a higher <br />classification or grade. <br /> <br />V. Promotional Exam - A test to determine whether an employee is eligible to <br />advance from one classification or grade to higher classification or grade. <br /> <br />W. Protected Class Member - A person who by reason of race, color, age, sex, <br />creed, national origin, religious affiliation, marital status, sexual orientation, <br />disability or status with regard to public assistance is afforded protection under the <br />Minnesota Human Rights Act (Minn. Stat. 363.01, et seq.), and related federal <br />statutes. <br /> <br />X. Regular Employee - An employee whose position with the City is for an ongoing <br />(non-temporary) period and who has successfully completed the probationary <br />period. <br /> <br />Y. Temporary Employee - An employee hired for a position of limited or indefinite <br />duration. <br /> <br />Z. Transfer - A change of an employee from one position to another position in the <br />same comparable class and pay range. <br /> <br />SECTION 3. PERSONNEL FILES <br /> <br />3.1 The City Administrator or designee shall maintain a separate employment <br />file for each employee. Each file shall contain a record of each classification of each <br />position the employee has held with the City and shall also contain a record of all <br />personnel action regarding the employee including examination records, performance <br />reports, disciplinary proceedings, demotions, promotions, salary changes and any other <br />documents relevant to City employment. <br /> <br />SECTION 4. JOB CLASSIFICATION AND PAY PLAN <br /> <br />4.1 Preparation and Adoption <br /> <br />A. The Personnel Director and the City Administrator shall prepare a <br />recommended job classification and pay plan which shall recommend the <br />minimum and maximum rates of pay for each job position not covered by a <br />labor contract. <br />
