Administration and the Metropolitan Council. New interchanges currently being constructed in
the metropolitan area are being funded by the local agencies.

How wide will the roadway he?

The roadway is proposed to consist of four through lanes (two in each direction) with turn lanes
at intersections and a center median. The exact dimensions will be determined after the preferred
alignment alternative has been selected.

Where will the path be located and how will the project impact the existing recreational
path along Fenway Avenue?

The location of the path will be determined in the study phase. The Cities of Hugo, Lino Lakes,
and Centerville will be involved in determining the location of the path and connections to the
existing and proposed trail systems.

How will the project be funded and will there be any assessments to the property owners?

The project was selected to receive federal funds for construction in 2004, with additional
funding coming from Washington County, Anoka County, Hugo, and Lino Lakes. It has not yet
been determined whether property owners will be assessed.

What are the plans for the expansion ofTH 61?

Traffic is expected to double on TH 61 within the next 20 years. Improvements similar to those
being proposed for CSAH 8/14 will be needed on TH 61. TH 61 is currently under the
jurisdiction ofMnlDOT, but is programmed to be turned back to Washington County in the
future. TH 61 will remain under the jurisdiction of MnlDOT until funding is made available for
the improvements. Funding is not anticipated to be available for roadway improvements until
after 2010. Washington County has met with MnlDOT regarding the CSAH 8/14 project and
discussed the need for upgrading TH 61. The County has requested MnlDOT to initiate the
discussions to transfer the jurisdiction of TH 61 to the County and schedule the appropriate funds
to do so.

Are any improvements planned for 140'h Street or 14th Street east ofTH 61 if one ofthese
alignments were selected?

The City's development plans do not show a need for four lanes east ofTH 61 on l40'h Street or
147'h Street. Intersection modifications are expected as part ofthis project, if one ofthese
alignments is chosen.

CSAH 8/14 FREQUENTLY ASKED QUESTIONS AND RESPONSES - Updated July 2002

- 5-
