<br />How will the project affect the commercial downtown area and the businesses along <br />TH 61 ? <br /> <br />Traffic on TH 61 is projected to be over 20,000 vehicles per day regardless of what alignment is <br />chosen. The existing and future City land use plans, including commercial areas, will be taken <br />into consideration in the selection of the preferred alignment. <br /> <br />What is the possibility of constructing two 2-lane one-way streets instead of one 4-lane <br />road? <br /> <br />One-way streets generally work well where there are parallel streets a block or two apart and <br />where an adequate number of cross streets are available to permit circulation of traffic. For <br />example, in St. Paul and Minneapolis a grid system of streets has been established, with closely <br />spaced parallel streets. On CSAH 8, traffic traveling in opposite directions would be separated <br />by several hundred feet, with cross streets spaced at Y. mile intervals. This system would be <br />confusing to strangers, so safety would be a concern. Other disadvantages include increased <br />travel distance, potential cut-through traffic on local streets and the potential problems for <br />emergency vehicle access. <br /> <br />The majority ofthe traffic comes from the north on TH 61 or from the east on 147'h Street. <br />Would 147'h Street a better alternative than 140.h Street because ofthis? <br /> <br />Traffic patterns will be one of the criteria used in the selection of the preferred alternative. <br />Preliminary traffic investigations show that approximately 60% of the traffic is coming from the <br />north. <br /> <br />What is the future plan for the street system in the City of Hugo? <br /> <br />No matter what alignment is chosen for CSAH 8, the City expects to make city street <br />connections at l47'h Street and 140th Street to collect and distribute local traffic to the regional <br />road system. <br /> <br />Will access to my property be needed during the study and design phase? <br /> <br />Access to private property will be necessary to identify archaeological and historic sites, <br />delineate wetlands, and obtain field surveys. <br /> <br />Permission to enter your property will be requested prior to performing the above-specified <br />work. <br /> <br />CSAH 8114 FREQUENTLY ASKED QUESTIONS AND RESPONSES - Updated July 2002 <br /> <br />- 6- <br />
