<br />City of Centerville <br />August 28, 2002 <br />Council Meeting Minutes <br /> <br />Mayor Swedberg indicated the County has plans in the works to widen County Road 14 <br />and asked Mr. Fischer to provide an update. <br /> <br />Mr. Fischer addressed Council and gave an overview of the proposal for the changes to <br />County Road 14. <br /> <br />Mr. Fischer indicated the project involves Main Street from the overpass at 35W to the <br />interchange at 35E and said the project would most likely not begin until 2006. He also <br />indicated the County had received grant funds for the project and those funds are <br />available until 2008. <br /> <br />Mr. Fischer provided a proposed drawing of the construction of Main Street and <br />discussed the different standards for a state aid highway and how that would affect the <br />different areas of County Road 14. He then explained that in order to comply with state <br />aid standards the road has to be a certain width from curb to curb but does not have to be <br />four traffic lanes. <br /> <br />Council Member Capra asked if the speed would be reduced or raised. Mr. Fischer <br />indicated that the County does not set the speed limits, MNDOT does. He then said it is <br />possible to request a traffic study but cautioned that the traffic study could indicate that <br />the traffic is traveling faster than the posted limit and MNDOT may recommend <br />increasing the speed limit. <br /> <br />Council Member Broussard Vickers commented that in this type of process eminent <br />domain is used to obtain adequate space for the project. She then asked if the County <br />would take property all on one side or equally on both sides. <br /> <br />Mr. Fischer indicated it would be difficult to speculate but said that in all projects there <br />are some property owners interested in being bought out so the County follows the path <br />of least resistance. He then said that in most cases property is taken on both sides of the <br />roadway but not in all cases. <br /> <br />Council Member Broussard Vickers asked, from the curb, what is the closest distance a <br />resident structure can be located to the roadway. Mr. Fischer indicated a resident <br />structure can be located all the way up to the right of way line depending on the roadway. <br />He then said that would be very tight because they do like to have a sidewalk. <br /> <br />Council Member Broussard Vickers commented that the normal right of way is 15 or 20 <br />feet from the curb. <br /> <br />Mr. Fischer explained that generally when that happens the damages to that property are <br />so high the County would offer to buy that person out. He then said it does not mean the <br />County will tear the house down because there is a buyer for every house and houses are <br />only tom down if they are in the right of way and occasionally ifthey are too close. <br /> <br />Page 2 of 18 <br />
