<br />City of Centerville <br />August 28, 2002 <br />Council Meeting Minutes <br />Mr. Fischer indicated this would be a unique project because the road will not be the <br />same for the entire length. <br /> <br />Council Member Capra indicated it is difficult to get out onto Main Street from some of <br />the city streets and asked ifthere would be stop signs. Mr. Fischer indicated the necessity <br />of stop signs or traffic signals would be considered and evaluated. He then said that the <br />four way stop signs may be converted to signals. <br /> <br />Council Member Capra indicated there is a pedestrian concern right now. <br /> <br />Ms. Helmbrecht indicated there is a lot of pedestrian traffic in the 30 mile per hour <br />section. Mr. Fischer indicated that it is not required by the project but he would give <br />strong consideration to a trail or sidewalk for the area. <br /> <br />Mr. Kilian commented that the four way stop signs cause issues with traffic and said that <br />a stop sign provides a break in traffic to allow cars to get out. He then asked if the <br />County had considered an entrance and exit ramp at 35W to alleviate the congestion. <br /> <br />Mr. Fischer indicated that has been included in the County's transportation plan but the <br />City of Lino Lakes does not support a full access interchange at that location as they <br />think the main access onto 35W should be at Lake Drive. <br /> <br />Mr. Kilian asked if Lino Lakes could dictate whether there would be an interchange there <br />or if it is decided based on traffic volumes. Mr. Fischer indicated that because it is a state <br />aid route and an interstate highway there are municipal consent requirements and the City <br />could potentially stop the County. He then said that the County prefers to work with <br />cities and not against them. <br /> <br />Council Member Nelson asked whether the County would consider an interchange at 20th <br />Avenue. Mr. Fischer indicated that had been brought up from the Washington County <br />side but the problem is it is hard enough to get an existing interchange rebuilt on the <br />MNDOT system and to get a new one added is much farther down the priority list. <br /> <br />Council Member Nelson commented that it would make sense to connect 35W and 35E <br />via 20th Avenue. <br /> <br />Mr. Fischer indicated he always thought that made a lot of sense but that is a MNDOT <br />decision. He then said that MNDOT is currently taking comments on its 20-year <br />highway plan and these comments would be more appropriate in that venue. He further <br />explained that with the state's budget issues there are no plans to expand any of the trunk <br />highways in Anoka County which means that the county roads are bearing the brunt of <br />the capacity problems. <br /> <br />Council Member Broussard Vickers suggested going around Centerville to the north and <br />widening 20th Avenue as a way of lessening the impact and keeping acquisition costs <br />down. <br /> <br />Page 3 of 18 <br /> <br />1_ _ <br />
