. JOINT COUNCIL MEETING

JANUARY 30, 2002

Councilmember Capra suggested the City Administrators meet to review each city's
Comprehensive Plan to see how they fit together in terms of this project.

Mayor Miron stated Hugo's staff can draft and prepare the resolution and forward it to the
other cities. The resolution should also be sent to neighboring commnnities such as
White Bear Lake, White Bear Township and Forest Lake to get their support also.

Ms. Bly stated it is very important that a planning analysis cover more than just the three
(3) commnnities of Hugo, Centervi1le, and Lino Lakes.

Councilmember Capra suggested Columbus Township be included also.

Councilmember Broussard-Vickers stated she is concerned that the County's plans for the
roadway may be different than the City of Centerville's plan.

Mr. Arnebeck stated the project will become a higher priority if all the involved entities
are in support of the project.

Mayor Miron stated the resolution will only initiate the discussions and not include
design plans.

Mayor Bergeson asked if the resolution should address only Hwy. 14 or the entire
corridor.

Ms. Bly stated the bigger picture is needed and MnDOT needs to know what will happen
elsewhere and what problems are occurring in the entire conidor.

Mr. Arnebeck stated the larger picture is needed but it is key to focus on the root of the
problem. He noted that MnDOT could spend all the available funding on metro roads
alone but MnDOT does set some funds aside for outside of the metro. There are currently
approximately five (5) projects within the northeast metro out of a list of 25.

Mayor Bergeson called for a short break at 8: 15 p.m.

Mayor Bergeson reconvened the meeting at 8:25 p.m.

PUBLIC WORKS MUTUAL AID AGREEMENT. KIM MOORE-SYKES

Councilmember Moore-Sykes stated the City of Centerville approved the Public Works
Mutual Aid Agreement last week. She distributed a copy of the agreement noting the
City has worked on it for two (2) years.

City Administrator Waite Smith noted the City ofLino Lakes and Hugo previously
approved the agreement. .

4
