<br />. <br /> <br />City ofCenterville <br />July 24, 2002 <br />Council Meeting Minutes <br /> <br />Mayor Swedberg indicated the form has space for three character references and asked <br />that the ordinance state in the language that there are three required. He then indicated <br />that Page 5 is duplicative of Page 3. He further indicated that Page 7 should be reviewed <br />to see ifit duplicates the language from Page 3. <br /> <br />Mayor Swedberg asked if there should be language added concerning autoclaves, <br />sterility, stainless steel appliances, and bacteria prevention and protection. He then <br />indicated that there should be a requirement that any biohazards are to be removed by an <br />authorized representative. <br /> <br />Council Member Broussard Vickers indicated that Page 5 of the tattooing ordinance <br />contains that language. <br /> <br />Mayor Swedberg indicated that one ordinance discusses insurance and the other does not <br />and he feels that both should. <br /> <br />2. Proposed Tattooing, Bodv Piercing & Body Branding #71 <br /> <br />Council Member Nelson indicated she would like the moral character references removed <br />and then asked what a natural person is. City Attorney Hoeft explained that a natural <br />person is an individual rather than a corporation or a partnership. <br /> <br />Council Member Capra asked whether a definition for sterilization would be required. <br /> <br />Council Member Capra asked what body painting was. <br /> <br />Council Member Broussard Vickers indicated it was similar to henna dying or Indian Art <br />that is painted on skin. <br /> <br />Mr. Wilharber indicated that there was body painting at the Market Fest celebration in <br />White Bear Lake. He then explained that designs are painted on the body and then over <br />sprayed to protect them for several days. <br /> <br />Council Member Capra indicated there were some typos to be cleaned up and then asked <br />if the state has a minimum insurance requirement. <br /> <br />Council Member Broussard Vickers asked if the state issues a license. <br /> <br />City Attorney Hoeft indicated the state does not issue a license. <br /> <br />Ms. Moore-Sykes indicated that Staff would review and make the changes referenced and <br />provide the changes to Council for review before the public hearing. <br /> <br />Page 4 of22 <br />
