<br />The Commission can set policies and procedures, define the organizational framework, <br />and accomplish goals through personnel, equipment, facilities, and training. <br /> <br />Any proposed goal would pass through four key criteria: <br />1.. Capability of attracting continuing support <br />2. Operationally feasible and suitable <br />3. Considered valuable to the community <br />4. Is uniquely a police responsibility <br /> <br />The Commission attempted to assign priorities as follows: <br />. Mandated by State or Federal law <br />. Commission Priority, City Council Priority, or Public Priority (seemed to be in this <br />order) <br />. Cost Savings to Department or Public (Operational Efficiency seemed to fit with this) <br />. Service Equity <br />. Level of Benefit (definition seemed unciear) <br />. Accomplish by Reorganization <br />. Accomplish by Policy and Procedure <br /> <br />Performance Appraisals - Follow-up <br />Action Item: Chair Varian and Rick Anderson will meet on September 24 to go through <br />the responses to the Chiefs performance questionaire. <br /> <br />The workshop ended at 8: 15 pm and the Commission continued with it's business <br />meeting. <br /> <br />5. Commissioners Comments <br />Lexington Commissioner Dot Heifort handed out concerns with the intern survey and <br />asked that future surveys be coordinated and approved through the Commission first. <br /> <br />Chief Heckman remarked that in the packet was information about combining police <br />departments requested by the Minnesota Post Board. <br /> <br />Action Item: Centerville Commissioner Wright mentioned that the September 10 <br />primary election at Centerville Elementary School allowed the public to travel throughout <br />the facility. He believed security concerns for children should be addressed when <br />holding elections at school facilities. Mayor Swedberg stated the City would address <br />the issue before the November election at a Centerville Council meeting. <br />Circle Pines Commissioner Lund asked about level 2 and 3 predatory sex offenders in <br />the community. The Chief remarked that the Department is aware of offenders in the <br />community and keeps tabs on their activities. The Chief makes a determination of when <br />neighbors are informed of sex offenders. <br /> <br />Chief Heckman informed the Commission that a 15-year old girl's life was recently <br />saved by use of the chiid defibriiator.
