<br />23 CODE OF CONDUCT AND ETHICS <br /> <br />23.1 Purpose <br /> <br />The City Council of the City of Centerville requires all employees of the City to <br />adhere to the following code of conduct and ethics. The purpose of this policy is <br />to establish standards for all such persons by setting forth actions which are <br />incompatible with the best interest of the City of Centerville, its taxpayers or in <br />conflict with state or federal laws. <br /> <br />23.2 Conflicts of Interest <br /> <br />No employee having the power or duty to perform an official act or action may be <br />directly or indirectly interested in any contract, transaction, or zoning decision of <br />the City of Centerville except as provided for in the Minnesota State statutes. <br /> <br />Any employee having an interest in any proposed legislative action of the City <br />Council and who gives an opinion or recommendation to the Council, shall <br />disclose on the record of the Council meeting the nature and extent of such an <br />interest. . < <br /> <br />No employee may purchase personal property from the City except property that <br />is no longer needed by the City and: <br /> <br />1. if there is a reasonable public notice and the goods are <br />sold through public auction; and <br /> <br />2. if it is sold by a sealed bid process and the employee <br />has the highest responsible bid. The employee who <br />buys the property must not be involved in the auction or <br />sealed bid process. <br /> <br />No employee may accept any gift or gratuity in any size under circumstances in <br />which it could be reasonably thought to influence him or her in the performance <br />of his or her official duties or in which it appears to be a reward for any official <br />action on his or her part. Gifts or gratuities which may be acceptable are as <br />follows: <br /> <br />1. Awards for meritorious civic service contribution. <br /> <br />2. Unsolicited items that are donated to and shared by the work <br />group. <br /> <br />3. Unsolicited advertising or promotional materials with a value of less <br />than $50.00. <br /> <br />33 <br />
