<br />. <br /> <br />4. Workshop on Centennial Lakes Police Department Goals. <br />Commissioner Simmons handed out Evaluation of Goals and Issues that included <br />Solution Factors and Priority Rating Criteria. Also included were Test of Goals and <br />Objectives and 11 statements of Police Responsibility. Commissioner Simmons also <br />handed out a point sheet based on the 8 Priority Rating Criteria and an importance <br />factor weighting system. The purpose of the system is to identify and rank issues in a <br />systematic prioritization. The Commission then used the need for facilities and arrived <br />at a calculation of 66% with 50% as the threshold for any item to make the priority <br />issues list. <br />Action Item: The Commission decided to hold off on implementing the system until <br />discussions in January when a new elected Commissioner from Centerville will be <br />appointed. <br /> <br />5. Commissioner's Comments <br />Commissioner Pitchford commented on the prior month's minutes. On Page 4 of the <br />October 2002 Minutes he questioned the following statement in the opening paragraph: <br />"The Department is now at full-strength" Chief Heckman clarified that the Department <br />is at the authorized strength as approved by the Commission. He stated that <br />organizations such as the International Chiefs of Police recommend a higher staffing <br />level than currently exists in CLPD. <br />On Page 32 the reason the Commission does not have current numbers for October is <br />the statistics are always 1 month in arrears as staff compiles the numbers. <br />On Page 38 Commissioner Pitchford remarked that the shift coverage was the best it <br />has been for the entire year. <br />And on Page 45 he recommend that success stories be published in the newspapers for <br />a job well done. The memo concerned Safe and Sober campaigns. The Chief <br />remarked that there was an active state-wide publicity campaign for safe driving during <br />the holidays. The Chief continued that on November 20 the Department would <br />participate in a Safe and Sober Media Blitz at the Excel Energy Center raising <br />awareness about safe driving. <br />Commissioner Lund inquired about the knee injury to a part-time officer and the Chief <br />responded that as a result of the injury a separate condition was discovered and the <br />officer received care and treatment before the condition became serious. <br /> <br />6. Consent Agenda <br />The following items were presented on the Consent Agenda for approval by the <br />Commission: <br />A. Approval of Minutes of the October 10, 2002 Commission Meeting <br />B. Approval of the Monthly Financial Report <br />C.
