<br />the motion to approve the Anoka County Joint Powers Agreement for Public Safety <br />Communications Project (Item 10 A in the October 2002 Commission Minutes). <br />Commissioner Grahek seconded the motion. The motion to approve the Consent <br />AQenda was approved by all members present with Commissioner WriQht <br />abstainina on the October Minutes as he was absent from that meetina. <br /> <br />7. Action Items: <br />A. Approval of the Rules and Regulations Manual, Chapter 86, Minnesota Data <br />Practices Act. <br />Chief Heckman explained that Centerville City Attorney James Hoeft reviewed the <br />document from a legal perspective and recommended approval as written. <br />Motion: <br />Commissioner Swedberg moved and Commissioner Grahek seconded a motion to <br />approve Chapter 86 of the Rules and Regulations Manual as presented to the <br />Commission. The motion was approved unanimouslv. <br /> <br />B. Commission Secretary Vacancy <br />Chief Heckman explained what he discovered by contacting Timesavers a contract <br />minutes business. The cost would exceed the amount that is in the approved 2003 <br />budget. A rather whimsical option was the Chief would take the minutes, but was <br />not given serious consideration! Discussion centered on running an advertisement <br />in the paper. Timesavers does not have staff available on the night the Commission <br />meets and would have to hire additional staff. <br />Motion: <br />Commissioner Mahr made a motion that the Commission get on the waiting list for <br />Timesavers and that as soon as arrangements can be made the Commission <br />contract with Timesavers to record, prepare, and disseminate the Commission's <br />Minutes. The motion was seconded by Commissioner Karst. The motion was <br />passed with 6 aves, 1 no vote. and 1 abstention. <br /> <br />C. Towing Contract for 2003 - 2004 <br />Chief Heckman presented information the Department gathered from Blue Tow in <br />Blaine and Auto Medics on the cost of towing services for 2003 - 2004. The Chief <br />stated that All Towing of Centerville was not interested in providing a quote. The <br />biggest issue is storage of impounded vehicles. The Chief expressed satisfaction <br />that both companies would provide timely and quality service to the Department, but <br />his recommendation was to award the contract to Auto Medics based on lower cost. <br />Motion: <br />Commissioner Korst made a motion seconded by Commissioner Lund to award the <br />towing contract to Auto Medics. The motion was approved unanimously. <br /> <br />D. Planning Session <br />The purpose of this action item was a One Day Planning Session and A Community <br />Dialog Incorporating Commission Adopted Goal Setting.
