<br />The Council took a 10-minute break at 8:35 p.m., returning at 8:45 p.m. <br /> <br />Ms. Suzanne Seeley indicated a lot of time has been spent talking about City water. She <br />questioned what will happen to existing houses on Peltier Road. Mayor Swedberg stated <br />the logical process would be to take water up to Lakeland Hills. He believes the <br />developer would take the water into the development and the City would take it to <br />Lakeland Hills to complete the loop. <br /> <br />Ms. Seeley asked if storm drains would be done at that time also. City Engineer Peterson <br />stated they wouldn't continue with storm drains past the development unless the streets <br />were also done. It is not cost effective unless you do both at once. Ms. Seely asked if <br />storm drains were installed it would mean digging up the road. City Engineer Peterson <br />stated it could, in some areas. <br /> <br />Council Member Broussard Vickers indicated in recent years, the City has required <br />developers to pay 50% of the cost going by existing properties. As an example, the <br />amounts being reviewed tonight for a different development are $4000 to $4500 per <br />property. These amounts are a guideline only and the final cost is totally dependent on <br />the individual project. In addition, there is a hook-up fee of $2000 at the time you hook- <br />up. This is not a requirement when water is installed. A meter fee of $295 and the cost <br />of stubbing from the line to your home are. additional. <br /> <br />Council Member Capra added many homeowners stub to their house at time of project, <br />whether or not they intend to connect immediately, as the cost is typically lower than <br />doing it after the project is completed. <br /> <br />Mr. Buckbee indicated Centerville is 2.2 square miles, with some of that being lake. The <br />City needs to decide how much park they want in that small of an area. As a lake <br />property owner, he feels being on the water makes your backyard that much bigger. <br />Most of the proposed homes are on the creek or the channel. He does not see the need for <br />additional parkland. He further stated water run-off will be engineered. The City has <br />regulations on sump flow. He cautioned the City to ensure any conditions in the abutting <br />property aren't pre-existing, as many of the areas split-level homes have current water <br />problems. He wouldn't want to be responsible for something that was already a problem. <br />Mr. Buckbee added that a home in the area recently sold for $190,000. The twin homes <br />alone are expected to sell for $300,000 and up. He believes this would be a welcome step <br />up for the neighborhood. <br /> <br />Mr. Tom Lee from the Parks and Recreation Committee informed the Council he voted <br />against taking land, stating there is no parking lot space, no sidewalks, bad access, and <br />further adding the City is struggling to support the parks they have now. The Parks and <br />Recreation Committee has not been recommending taking land in recent developments <br />hoping money would help support what they have. <br /> <br />Council Member Capra asked if the Parks and Recreation Committee had taken into <br />consideration open spaces in their decision.
