Mr. Lee stated this was <br />discussed, but still requires maintenance. <br /> <br />Council Member Broussard Vickers added that the terrain does not lend itself to a play <br />field, such as a soccer or softball area. Mr. Lee added that money is certainly a problem. <br />The Parks and Recreation Committee haven't seen it available. He feels that with the <br />size of many of the proposed lots, as well as the areas that can not be built on, there will <br />be plenty of open space. <br /> <br />Council Member Capra asked if the Council could require additional green space. City <br />Attorney Hoeft indicated they could only require the Parks and Recreation dedication <br />amount. <br /> <br />Mr. Leon Moran, 1743 Peltier Lake Drive, stated there have been past mistakes building <br />on low ground in the area. He would hate to see additional homeowners have water <br />problems. <br /> <br />Ms. Bonnie Larson, 1724 Peltier Lake Drive, echoed Mr. Moran's comments. She <br />indicated her house has many water problems. She stated Peltier Lake Drive was <br />replaced in 1987 and previously in 1979. She is concerned that the extra traffic and extra <br />run-off is going to cause extra wear on the road, necessitating the road being ripped up <br />for larger sewer systems. She does not want to have to pay for the same road over and <br />over agam. <br /> <br />Council Member Nelson indicated her home was a slab on grade with sand under it. She <br />indicated she does not have any water issues. Mr. Gonyea indicated that is how the twin <br />homes would be built. <br /> <br />City Engineer Peterson stated all storm sewer drains are self-contained III the plat. <br />Additional run-off will not go out to Peltier. <br /> <br />City Attorney Hoeft offered the Council several options. He stated Council could <br />approve subject to boundary lines being removed from twin home lots, engineer review <br />and Rice Lake Watershed approval. Council has additional time to consider. He <br />indicated his preference would be to have plat come back without lot lines and with <br />engineer review completed. He recommends continuing public hearing to December <br />19th. The next Watershed meeting is on December 11th. <br /> <br />Mayor Swedberg stated he feels it is appropriate to use twin homes to eliminate density, <br />but inappropriate to use them to increase number of units. He reiterated his concern <br />about Lot 1, indicating he does not want to put someone in a wet house. If land were <br />chosen, would recommend the southwest comer for park dedication. He further stated he <br />wants this development to blend into the existing area, and does not see how twin homes <br />can blend. He realizes this is an economic decision; however, everyone must consider <br />the culture and characteristics of the town.
