<br />Motion by Council Member Nelson, seconded by Council Member Broussard <br />Vickers to deny the Lot SplitNariance ReQuest for Gerald Rehbein, 20th Avenue <br />South based on failure to meet variance criteria and creation of a non-conformin!! <br />lot. All in favor. Motion carried unanimously. <br /> <br />Council Member Broussard Vickers stated she still believes there is a place for Light <br />Industrial zoning in Centerville. It has been approved once and could be done again. <br /> <br />6. Delinquent Utilities/Garbage Services Certification - Payable in 2003 <br /> <br />Ms. Moore-Sykes reviewed most current list of delinquent utilities/garbage services that <br />were payable in 2003. <br /> <br />Mayor Swedberg opened the public hearing at 10:30 p.m. <br /> <br />Mr. Bill Bisek, 7098 Centerville Road expressed concerns on actions taken on delinquent <br />garbage bills. He asked why the City was acting as a bill collector for its vendors, stating <br />they don't take this approach with the gas or electric companies. He also is concerned <br />about the method of notification to owners. The information is published in the <br />newspaper by Tax ill number. He questioned how many people knew their Tax ill <br />number by heart. He indicated any notification from the City went to the property, and <br />his renters did not forward. He also asked how the City received information from Waste <br />Management of delinquencies, stating their accounting practices were sometimes in <br />question. <br /> <br />Mayor Swedberg stated Ordinance #1, dating back to 1959, addresses garbage. <br /> <br />Council Member Broussard Vickers indicated the City does not have owner information <br />so they have no choice but to send notification to the property. <br /> <br />Mr. Bisek indicated a portion of the fee paid for rental property licensing is to be notified <br />of delinquent utilities. He is also notified by Minnegasco and NSP and questioned why <br />the City does not handle it in the same way. <br /> <br />City Attorney Hoeft stated the City maintains a contract with Waste Management, <br />including the option to collect bills, if so desired. <br /> <br />Mr. Bisek reiterated that the notification process is poor. He would like to see a copy of <br />the letter sent out, indicating Minnegasco sends one to the address and one to the property <br />owner. <br /> <br />Council Member Broussard Vickers asked if Mr. Bisek was requesting that the City <br />maintain separate addresses for landlords.
