<br />A member in the audience stated that one of the property owners indicated the yard was <br />not graded properly. He wondered if it is up to the city to grade. City Attorney Hoeft <br />stated the City Engineer reviews and approves site plans to ensure elevations are proper. <br />Once it has been reviewed and approved by on-site engineer viewing, the City liability is <br />complete. <br /> <br />4. NPDES Phase II ProiecULMC Guide Plan ($3.000) <br /> <br />Discussed and approved after Presentation. No further action needed. <br /> <br />5. Resolution #02-062 - Personnel Policv <br /> <br />Council Member Capra noted a correction to page four of the policy where a sentence is <br />missing. She instructed staff to add 'Personnel files are permanent documents of the City <br />and are not to be removed from the premises.' She also noted that the Resolution number <br />should be 02-064. <br /> <br />Motion bv Council Member Nelson. seconded by Council Member Capra to <br />approve Resolution #02-064 with the above amendments. All in favor. Motion <br />carried unanimously. <br /> <br />6. Mound Trail Construction (Peterson) <br /> <br />City Engineer Peterson indicated this issue would be postponed until spring. The frost <br />line is approximately two feet and too deep to pursue any further this year. <br /> <br />City Attorney Hoeft indicated the Council could delegate authority to the City Engineer <br />to determine the appropriate time to continue construction. <br /> <br />Motion bv Council Member Broussard Vickers. seconded by Council Member <br />Nelson to delel!ate authority to City Enl!ineer Peterson for the construction of <br />Mound Trail. All in favor. Motion carried unanimously. <br /> <br />7. Tobacco License Renewals <br /> <br />Motion bv Council Member Broussard Vickers. seconded by Council Member <br />Nelson to approve all Tobacco License Renewals presented at this time.
