<br />~ <br />" <br /> <br />February 21, 200] <br />Fete des Lacs Festival Committee Meeting Minutes <br /> <br />his discussion with the Committee by stating, bring Council what you want, but bring us <br />a finished product. <br /> <br />Chair DeVine stated that it would be interesting to see the difference with the Festival <br />Committee being brand new this year, and last year we made all the decisions and <br />nothing was brought to Council. The Chair felt that empowering the Committee with <br />more authority would not be a problem due to the freedom experienced in the past. <br /> <br />Acting Mayor Travis stated that the intent of Council may be more relative to <br />Committees/Commissions that really do not have a focused approach, Economic <br />Development Committee (EDC) they are really looking for guidance. This Committee <br />and Planning and Zoning, Council is trying to empower Committees/Commissions more <br />and by providing the tools that are needed. Chair DeVine stated the empowerment <br />portion of Council's intent is what makes more sense at Planning and Zoning Committee <br />which will allow the Committee to make choices for such items as exterior building <br />products, colors, architectural features for buildings. Council Member Capra stated that <br />recently Council requested that Staff contact design firms to ascertain development <br />suggestions with regards to streetscapes in the downtown area and the development of the <br />property near 35E. Council Member Capra felt that same would be a necessity to the <br />Planning and Zoning Committee and EDC. Council Member Capra felt that same would <br />allow the Committees/Commissions to be pro-active instead ofreactive. <br /> <br />Council Member Capra stated that Council is looking for direction regarding Staff time <br />needed by Committees/Commission and requested the completion of documentation <br />regarding anticipated Staff usage comparative to projects and supply same to City <br />Administrator March. Council Member Capra stated Mayor Swedberg is in favor of <br />employing temporary helpers so that Staff can continue to focus on their assigned duties <br />and responsibilities. Chair DeVine stated that it raises additional questions with the <br />Festival Committee as last year most of the duties were completed by volunteers and <br />Staff was providing guidance. Chair DeVine stated that it would be interesting to see <br />how things mature over time with this Committee. Council Member Nelson stated that <br />these items could remain to be completed by volunteers. Chair DeVine stated that it <br />would be interesting to see exactly what the Committee could get out of Staff. <br /> <br />Committee Member Peil stated that Staff has already volunteered to complete and <br />forward funding letters due to the database for same existing on City computers. <br />Committee Member Peil felt that excluding the donation/sponsor mailing, the Committee <br />would probably not be replying on Staff. Committee Member Travis and Peil both stated <br />processing funding requests would be needed. Mr. March stated the Craft Show had been <br />done by Staff last year. Mr. March stated that Council is looking for each Committee to <br />make recommendations to Council in regards to what is needed for Staff so that <br />allocation of resources may be made. Mr. March stated that some individuals on EDC <br />that desired a Staff person assigned to them for 10-12 hours per week and others that may <br />have other ideas. Mr. March stated that Council needs to make decisions on how the City <br />meets the needs of the Committees/Commissions. Mr. March stated that with the Parks <br />and Recreation Committee and the development of parks this would become more of an <br />issue. More and more duties and tasks that individuals are not performing. Council <br />Member Capra stated that having guidelines would assist staff in knowing their duties <br />and responsibilities.
