<br />February 21, 2001 <br />Fete des Lacs Festival Committee Meeting Minutes <br /> <br />Acting Mayor Travis reviewed Mayor Swedberg's memorandum regarding discussion <br />items with Committees/Commissions. Acting Mayor Travis reviewed Council liaisons <br />and their roles serving on Committees/Commissions. Acting Mayor Travis stated that <br />there currently discussions are taking place in regards to relieving Council Members of <br />this duty and having the Chair or rotating Committee/Commission Members appear <br />before Council on a regular basis. <br /> <br />Council Member Capra stated that there is also discussion of having Council liaisons <br />serving in the capacity of occasionally attending meetings. Council Member Capra stated <br />that Council is exploring several options for duties and responsibilities of Council <br />Liaisons. Acting Mayor Travis stated that currently a Council Liaison is serving on all <br />other Committees except the Festival Committee. Chair DeVine stated that he has <br />spoken to Mayor Swedberg in this regard and stated that he would be willing to appear at <br />Council meetings to give updates. Council Member Capra stated that meeting and <br />getting to know people that serve on the different Committees/Commissions was <br />informative. Committee Member Sweeney felt that by personal experience, Council <br />Liaisons at Committee meetings were invaluable. Committee Member Sweeney stated <br />that it is nice to meet the individuals of different Committees/Commissions and <br />discussing items with them every once and awhile. However, with his experience with <br />Parks and Recreation and the Festival Committee, things would have been a lot different <br />if a Council Liaison was not present. <br /> <br />Acting Mayor Travis stated that Council IS discussing standardizing <br />Committee/Commission size, appointments, service term, standardizing by-laws and <br />meeting start time. Chair DeVine stated that the Festival's 6:30 p.m, start time works <br />well for Committee Members and resident participation, Chair DeVine voiced his <br />personal opinion in regards to Committee/Commission meeting start times by stating that <br />if a Committee/Commission chooses to meeting at 6:00, 6:30 or 7:00 p.m. that should be <br />their choice, unless Council is required to be present. <br /> <br />Committee Member DeVine stated that the Fete des Lacs Festival Committee had <br />submitted by-laws to Council several months ago and Council has not approved them, <br />Committee Member DeVine explained Council's rcasoning for not approving thcm is to <br />standardize all by-laws, Committee Member DeVine stated that in the mean time, the <br />Committee has no by-laws to follow and desires that Council approve the submitted by- <br />laws until such time a decision is made. Chair DeVine strongly concurred due to the fact <br />that the by-laws outline the establishment of the Committee. Discussion ensued in <br />regards to the Committee being officially recognized by the Council, however, there are <br />no by-laws in effect. Council Member Capra stated that policies and procedures are <br />something that the City is lacking and Council is going to work on that. <br /> <br />Acting Mayor Travis stated that a checklist for public input and consideration, public and <br />Committees/Commission be made. <br /> <br />Acting Mayor Travis stated that he had finished the Mayor's discussion points and felt <br />that the Committee was doing a good job. <br /> <br />Chair De Vine stated that sub-committee reports would be the next item of business and <br />that skipping in the order of items of discussion would take place in an attempt to give <br /> <br />Page 5 of8 <br />
