<br />April II, 2001 <br />Council Meeting Minutes <br /> <br />of what goes on in the City that Council needed to go to the committee/commission <br />meetings. He further stated that it helps the committees to have a member of Council in <br />attendance. <br /> <br />Mr. Sweeney stated he was concerned that the document was sent out by the Mayor as <br />being endorsed and approved by Council when it does not appear that the entire Council <br />completely supports the document. <br /> <br />Council Member Capra stated Council held workshops to discuss goal setting. She also <br />stated that Council went to all committees/commissions as a whole, in February to see <br />what they needed for the year. She further stated that, from her perspective, Mayor <br />Swedberg had gathered all the information received and put it into a document for <br />revIew. <br /> <br />Mr. Sweeney stated it was nice to get the information, but said he feels it was a bit <br />premature because it created a large amount of controversy and discussion. He further <br />stated the document might have been better received if there had been a complete <br />consensus of Council prior to submission. <br /> <br />Mayor Swedberg stated that Council continues to gather information and explained that <br />the document is a work in progress. <br /> <br />Mr. Sweeney stated he understood the Mayor's position, but stated that the document <br />seemed to be a final document containing the goals for the City. <br /> <br />Mayor Swedberg explained the document was written in a very active voice and his <br />writing style may be the cause of some of the confusion. <br /> <br />Mr. Sweeney noted he is aware of the budget surplus in the City and asked Council to <br />consider dredging the pond behind Brian Drive to improve drainage. Mr. Sweeney <br />requested that Council research the removal of the barrier near Acorn Park as there are <br />also water concerns in that area. <br /> <br />Council Member Capra requested that Mr. March to have StatI look into the Acorn Park <br />Issue. <br /> <br />Council Member Travis stated he believed the frost heaved the barrier out and the area <br />started to flood so the barrier was pulled out. <br /> <br />Mr. Sweeney stated he felt the City newsletter should remain as an independent operation <br />because he feels it has less of a bias if the newsletter is not run by the City or Council. <br /> <br />Mayor Swedberg questioned Mr. Sweeney as to his opinion regarding the frequency of <br />the newsletter and its format for delivery to residents. <br /> <br />Page 4 of 14 <br />
