April 11, 200 I
Council Meeting Minutes

Barett's property may be overvalued. Mr. Barett's property is located at 6953 Centerville
Road.

Mr. Dagostino noted that Mr. Buckbee was at the meeting to discuss a 2001 tax issue,
which had been previously discussed on the telephone. Mr. Buckbee was told there was
nothing that could be done at this time and that an abatement for the assessment in the
year 2000 is being worked on. Mr. Buckbee's property is located at 7381 Peltier Circle.

Mr. Dagostino noted he had spoken with Ms. Roberta Wirth on March 23 and the letter
provided to him stated everything she stated in the telephone conversation he had with
her. He explained he went through the options available to her and noted that her home
has not ever been seen by the Assessor. He stated he had offered to arrange an
appointment, however, was declined. He also stated that, in his opinion, Ms. Wirth's
property may be undervalued not overvalued. He further explained that Minnesota
Statute Section 274.01 states that the Board of Review, if denied entry, cannot make a
change in valuation.

Mr. March stated that as there were a small number of people interested in having their
properties reviewed, but he did not see the need to keep the meeting open.

Mayor Swedberg thanked the Board of Review for attending the meeting to gain resident
input and address their concerns.

2. Mr. Wayne LeBlanc, Lighting - Hunter's Crossing

Motion by Council Member Broussard Vickers. seconded by Council Member
Nelson to refer Mr. LeBlanc's request to the Planninl! and Zoninl! Commission for
consideration. All in favor. Motion carried unanimously.

3. Mr. Bert Casper, Additional Lighting in Eagle Pass

Mr. March told Council the developer had dropped off the preliminary plat and stated he
thought the City could get additional lighting in the two areas of concern while the lights
for the new development are going in. He then noted Council needed to decide if the
City would pay for the lights or if residents needed to petition for the lights.

Council Member Broussard Vickers stated she had driven through the development in the
evening and did not feel it was any more or less lit than other neighborhoods but stated if
residents feel they need more lighting that Public Works should investigate in terms of
placement and costs. She then stated she felt additional lighting would be an assessment
to homeowners who benefit otherwise the City will have to put lights everywhere and the
City cannot do that.

Council Member Capra stated she drives that street quite a lot from Meadow Lane to the
park and it is darker than other areas. She then noted that if the expansion goes through it
should light up the area and recommended reviewing the lighting at that time.
