It represents a superior way for the public to be involved in the <br />review of plans while providing opportunities to shape public policy. <br /> <br />Scope of Work <br />TIris section describes the specific process to be used by the HKGi team in <br />planning for the future of Downtown Centerville. In describing the work <br />to be performed by the consultant, we provide the information needed to <br />evaluate the proposal: <br /> <br />. <br /> <br />How does the Work Program achieved the desired project <br />outcomes? <br /> <br />. <br /> <br />How will the "public" be involved in the creation of a plan? <br /> <br />What steps will the consultant take to minimize the communication <br />and logistical gaps created by geographic issues? <br /> <br />. <br /> <br />Public Partidpation <br />We welcome the opportunity to explore ways to reach out to and involve <br />the various "publics" connected to the Downtown. Although the Work <br />Program identifies specific tasks related to public participation, we believe <br />the overall approach and philosophy on public participation merits <br />additional discussion. <br /> <br />Over the past 2S years, HKGi has crafted a variety of public input/ <br />involvement techniques designed to involve a wide variety of individuals, <br />interest groups and citizen organizations. Many projects have also involved <br />technical committees and steering committees. For large, community-wide <br />meetings, the challenge is to inform and be informed in an atmosphere <br />that is enjoyable for the participants and maximizes the use of the time <br />that they are donating to their community. Large, community-wide <br />meetings also need structure and well-defined objectives; free for all sessions <br />lacking proper organization can be frustrating for both facilitators and <br />participants and are less likely to produce meaningful results that can be <br />applied to the project. HKGi employs creative approaches to enliven the <br />meeting atmosphere and energize participants, and the frrm's public <br />facilitators are careful to build meetings around a manageable set of goals. <br /> <br />There are no "off the shelf" public involvement and communications <br />programs that will precisely fit the needs of Downtown Centerville. We <br />will structure specific communications and public involvement plans that <br />fit the dynamics of both the project and the community at the inception of <br />the work.
