<br />Potential impacts of CR 14 functionallty (traffic volumes, access <br />guidelines, roadway design, traffic management, pedestrian <br />movement, speed limits, etc....) <br /> <br />Importantly, the redevelopment area does not exist in a vacuum. It is <br />located a major regional park and open space amenity and is directly <br />connected to the regional freeway system to the east along CR 14. A part <br />of our investigations will include the pursuit of information for concerns <br />or opportunities that lie beyond the particular bounds of the project area. <br /> <br />. <br /> <br />It is our experience that the work of investigating the community might <br />best begin with a tour lead by "local experts." Representatives of the <br />Steering Committee may be asked to show us the project area and its <br />surroundings. Wlrile we will be gathering quantitative information about <br />the project area, the tour provides us with an opportunity to hear anecdotal <br />information - which often is more interesting and to the point than what <br />we find in our research. <br /> <br />It will also be important in this stage of the work to examine the potential <br />of various types of development. An overview will be provided that <br />addresses the likelihood of retail, entertaimnent, lodging, office and even <br />residential uses - information that will be essential in understanding the <br />land use patterns that might ultimately occur in this part of downtown. In <br />this aspect of the work, market potential will be framed (by the McComb <br />Group) in a more general way to allow for reallstic discussions of possible <br />development scenarios. The charrette process will be used to present our <br />fmdings from the tour and various research in graphic form. <br /> <br />This stage of the work will assess or examine: <br /> <br />. <br /> <br />the character and qualities of downtown Centerville that might <br />be reflected in the redevelopment plan, in an effort to maintain or <br />enhance its role as a significant part of the downtown commercial <br />district; <br /> <br />. <br /> <br />land use patterns that might influence directions for development <br />in the downtown; <br /> <br />the ability of existing utilities to serve potential new development; <br /> <br />the character and function of streets within and surrounding the <br />project area and their ability to reasonably serve potential new <br />development; <br /> <br />the supply and demand for parking to serve existing uses and the <br />needs for new parking to serve potential new development; <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Hoisington Koegler Group Inc. <br /> <br />11I13 <br />~n <br /> <br />page 13 <br />
