<br />EXPERIENCE <br />Rusty Fifield has provided communities with planning and financial <br />consulting services since 1983. He has served local governments in <br />Minnesota for more than 25 years, working with more than 120 city, county <br />and school clients during that time. Prior to joining HKGi, Rusty worked <br />as a public finance advisor dealing with capital and economic development <br />finance. He participated in more than 220 financings representing <br />$660,000,000. Rusty's consulting experience is enhanced by his experience <br />working in city management. He also continues to build on his community <br />planning experience. Rusty has served as project manager on a number of <br />comprehensive community planning projects, including comprehensive <br />plans for Worthington and Luverne.l1ris experience adds another dimension <br />to his ability to envision potential strategies to undertake community <br />change. <br /> <br />AREAS OF EXPERTISE <br />Rusty's role on nearly every project HKGi undertakes is to help <br />communities build an implementation road map. Putting planning initiatives <br />into action typically requires an ability to dedicate necessary fiscal resources. <br />Rusty's extensive knowledge about public fmance enables him to help <br />communities locate those resources. Because of the complexities involved <br />with public fmance, Rusty truly offers HKGi's clients a unique-but <br />essential-asset. <br /> <br />Rusty also applies his specialized expertise to areas such as strategic <br />planning; group decision making; redevelopment and housing; financing <br />infrastructure and community development; community planning; and fiscal <br />impact analysis. He has assumed the lead role on a number of recent planning <br />projects including comprehensive plan updates in Elk River, Worthington, <br />and Luverne and Rosemonnt's recent Downtown !\.laster Plan. <br /> <br />In addition to bringing an impressive catalog of planning and public fmance <br />knowledge, Rusty also possesses outstanding communication skills.
