2.0 STATEMENT OF PURPOSE The Centerville City Council is inviting proposals to study Downtown Centerville to determine: 1. Appropriate land uses and densities within the study area, including but not limited to residential (for a variety of markets and price points), retail commercial, office, and park/open space. 2. Land use arrangements and urban design and architectural guidelines that encourage: . A high level of pedestrian circulation and use of alternative transportation modes for future residents, business patrons, and employees; . Development of pedestrian and bike linkages between the downtown, Centerville Lake and the city trail system; . Ease of automobile access between the downtown and the regional roadway and local street systems; . Development of energy efficient buildings and sustainable environments; . Development of building architecture that reflects historic architectural themes pertinent to Centerville history: and . Redevelopment in a manner by which a positive community identity may be established that takes full advantage of the area's access, visibility, proximity to regional infrastructure and facilities, and the unique character of Centerville. 3. Implementation strategies to attract new, desired uses within the study area. 4. Implementation of study findings from the utility study, housing study and economic market study. 5. Development strategies to quickly stimulate redevelopment 3.0 RECENT PLANNING STUDIES The do)/mtown has been subject in the following studies: . Minnesota Design Team Report . Bonestroo, Rosene Anderli~k & Associates Streetscape and Urban Design Guideline . Anoka County/SRF - CSAH 14 Improvement Plan The redevelopment master plan should review these documents as a basis for further work. Req uest for Proposal Page 2
