Inventory and assess existing uses <br />Inventory existing uses, describing current and past operations, size of parcel, size of building, age and <br />condition of building, character and appearance of buildings, assessed value, ownership, liens/encumbrances, <br />adaptive reuse potential. <br />. Land assembly <br />. Market analysis <br />Review housing and economic market study and determine market support for future uses (type and density). <br />Market analysis for potential future commercial uses should include competitive centers evaluation, trade area <br />analysis, and competitive position evaluation. <br />. Linkages to the community <br />. Polluted sites <br />Estimate existence of contamination, based on PCA records and data. If appropriate, estimate cost to <br />remediate, based on PCA records and data. <br />. Infrastructure assessment <br />Review utility study and describe existing infrastructure and utilities (above and below the ground). Assess <br />condition and capacity based on available records and data. <br />. Centerville Lake shore land and community trail system <br />Assess the condition of the Centerville Lake shore land within the downtown and identify areas in need of <br />rehabilitation. Assess condition of the existing trail system within the downtown. Identify existing deficiencies <br />and issues. <br />. City Property <br />Recommend use for city owned property. <br />. Transportation and traffic <br />Review appropriate documents and assess the system of streets/intersections serving the downtown. Report <br />on existing and future LOS at intersections serving the site. Report on the condition of roads and sidewalks, <br />addressing alignment, sight distance, traffic control devices, ability to safely a=mmodate bikes and <br />pedestrians. <br />. View corridors and vistas <br />Describe view corridors that are available to and from the site. <br />.
