<br />5.0 MASTER PLAN PROCESS <br /> <br />The successful proposer will be required to address the following tasks in order to satisfy preliminary and final planning <br />and design needs of this project. <br /> <br />1. Review past planning studies that affect the project area including but not limited to market studies, utility <br />studies and redesign studies. <br />2. Conduct a physical analysis of the project area including a housing stock inventory, a commercial use <br />inventory and a review of environmental issues. <br />3. Conduct a traffic/transportation analysis of both internal and extemal traffic and transportation issues that <br />may affect the project area including linkages to Centerville's Main Street and the adjacent Downtown. <br />4. Conduct a market analysis of the project area to include recommendations for the type, mix and densities <br />of housing, the type, mix and range of commercial uses and other uses deemed to fit the character of the <br />downtown and the goals and objectives of stakeholders. <br />5. Conduct an urban design analysis with recommendations for smart growth altematives, lakeside <br />redevelopment and project area edge definitions. <br />6. Prepare land use feasibility and development and redevelopment recommendations by programmed uses <br />through illustrative master plan concept alternatives. <br />7. Document, prepare and present all pertinent data together with master plan altematives to coordination <br />committees, city staff, City Council and the public. Meeting requirements are to be specifically outlined in <br />the proposal and will include at a minimum a kick-off meeting, two community work sessions, monthly <br />progress meetings with city staff and the Steering Committee and check point meetings with the City <br />Council. <br />8. Document all input from public presentations and modify master plan alternatives as needed. <br />9. Determine through the public participation process which master plan alternative to recommend and <br />refine. <br />10. Prepare a final master plan recommendation with quantifications of land use types for presentation and <br />approval. <br />11. Prepare a final report that summarizes the process, identifies and describes findings, presents master <br />plan alternatives and presents the final approved master plan. <br /> <br />6.0 OVERALL PROJECT PROCESS <br /> <br />The following steps are necessary to satisfactorily complete the development of the downtown. <br /> <br />1. Selection of a redevelopment planning firm that best satisfies the requirements of the RFP. <br />2. The redevelopment planning firm prepares, through a public participation process, a master plan that is <br />acceptable to city staff, Committees and the City Council. <br />3.
