<br />, ' <br /> <br />or business of a; pawnbroker, precious metal dealer or Class A or Class B secondhand goods <br />dealer within the City unless such person is currently licensed as provided in this chapter. A <br />license shall be issued by the City Council for one year beginning on the date of the license. A <br />single license may be issued to a corporation, limited liability company or partnership covering all <br />of its employees or agents; provided, however, that the information required by Section 306.06 is <br />provided for an individual. who will act as a pawnbroker or secondhand goods dealer. The City <br />shall issue one license and the license shall be reviewed annually. <br /> <br />306.03 Exem.ptions. Pawnbrokers and secondhand goods dealers shall not apply to or <br />include the following: <br /> <br />Subd. 1. <br /> <br />The sale of secondhand goods where all of the following are present: <br /> <br />a. T,he sale is held on property occupied as a dwelling by the seller, <br />or owned, rented, or leased by a charitable or political <br />organization. <br /> <br />b. That no sale exceeds a period of72 consecutive hours. <br /> <br />c. The items offered for sale are owned by the occupant. <br /> <br />d. No more than four (4) sales are held in any twelve (12) month <br />period. <br /> <br />e. None of the items offered for sale have been purchased for resale <br />or received on consignment for purpose of resale. <br /> <br />Subd. 2. The sale of secondhand books, or magazines, sport trading cards, sound <br />or video recordings, or films. <br /> <br />Subd. 3. <br /> <br />The sale of goods at an auction held by a licensed auctioneer. <br /> <br />Subd. 4. <br /> <br />Sales by a person licensed as a motor vehicle dealer. <br /> <br />Subd. 5. A bulk sale of property from a merchant, manufacturer or wholesaler <br />having an established place of business or of goods sold at oRen sale from bankrupt <br />I <br />stock. <br /> <br />Subd. 6. <br /> <br />Goods at a public or farmer's market. <br /> <br />Subd. 7. Goods sold at an exhibition, providing the exhibition does not last longer <br />than ten (10) days in any twelve (12) month period. <br /> <br />2 <br />
