<br />Effective: 5/26/82 <br />City ofCenterville Ord. #14 <br /> <br />Manhole: A structure usually placed over a sewer with an opening at ground level and designed <br />in such a way as to permit access to the sewer for the purpose of cleaning or inspection. <br /> <br />Boulevard: The area of the right-of-way which is located between the gutter line of the street <br />and property line on each side. Sometimes referred to as a sidewalk bench. <br /> <br />Building Permit: A written permit issued by the City ofCenterville to allow the recipient to <br />construct or cause to be constructed any type of building or structure on any property or land <br />within the limits ofthe City. <br /> <br />SECTION 3. BillLDING PERMITS: <br /> <br />No building permits will be issued for any construction within the City unless the building site is <br />located on an existing street which is being maintained by the City or unless provisions for street <br />grading and construction have been made in full compliance with this ordinance. <br /> <br />SECTION 4. PETITION: <br /> <br />Before any improvement of any kind whatsoever is undertaken with in the public tight -of-way, <br />whether such right-of-ways is located in new subdivisions or in an existing subdivision or plat, <br />the owners shall petition the City Council for the improvement thereof. <br /> <br />SECTION 5. PETITION FORMS: <br /> <br />Petitions for any improvement in the street right-of-way shall be submitted to the City Council <br />for its approval. Petitioners shall use the approved City fonn which has been prepared for that <br />purpose, these forms can be obtained from the City Clerk or the City Administrator free of <br />charge. <br /> <br />SECTION 6. ENGINEERS PRELIMINARY REPORT: <br /> <br />Upon the receipt of a petition from any property owner or owners, the Council shall secure from <br />the City Administrator, a report advising it in a preliminary way as to whether the proposed <br />improvement is feasible and as to whether it should best be made as proposed or in connection <br />with some other improvement and the estimated cost of the improvement is recommended. <br /> <br />SECTION 7. PLANS, SPECIFICATIONS, AND BIDS: <br /> <br />After the improvement is ordered by the City Council they shall instruct the engineer to prepare <br />plans and specifications for the project. After these plans and specifications have been submitted <br />to the Council by the Administrator and approved by said Council, the clerk shall be instructed <br />by the Council to advertise for bids for the construction of the project. This advertising, when <br />necessary, shall be for such length of time as the Council deem advisable. This procedure to be <br />in accordance with the provisions of Chapter 389 Laws of 1953. <br /> <br />Page3 of 5 <br />
