City of Centerville <br />City Council Meeting <br /> <br />July 8, 2009 <br />allow the Centerville Lions’ members, listed on the application, to go door-to-door to sell <br />Lions’ Fete des Lacs raffle tickets. He also requested that the fee be waived. <br /> <br />City Administrator Larson reported that the Lions have met all the necessary requirements. <br /> <br />Mayor Capra recommended that the transient permit fee be waived. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Fehrenbacher to approve the Centerville Lions’ Transient/Merchant, Peddler <br />Application for Door-to-Door Raffle Ticket Sales (Fete des Lacs) and waive the fee. <br />All in favor. Motion carried unanimously. <br /> <br /> <br />2.Adopt Resolution #09-018 Approving Agreement for Traffic Signal Installation & <br />Maintenance (See Paragraph 6 & 7 for Centerville Responsibility) <br /> <br />City Administrator Larson reviewed the resolution to approve the agreement (Mn/DOT <br />Agreement No. 94607M) for traffic signal installation and maintenance among Centerville, <br />Lino Lakes, Anoka County and the State of Minnesota Department of Transportation. <br /> <br />City Attorney Glaser has reviewed and approved the form of agreement. <br /> <br />Motion by Mayor Capra, seconded by Council Member Fehrenbacher, to adopt <br />Resolution #09-018 approving Mn/DOT Agreement No. 94607M, between Centerville, <br />Lino Lakes, Anoka County and the State of Minnesota Department of <br />Transportation, for traffic signal installation and maintenance, as presented. All in <br />favor. Motion carried unanimously. <br /> <br /> <br />3.Consideration of the North Metro Telecommunications Commission’s 2010 Budget <br /> <br /> Councilmember Fehrenbacher reported that the proposed 2010 budget has a decrease of <br />1.3% over the 2009 budget. The decrease is primarily due to a reduction in cable company <br />auditing and legal costs. In addition, no COLA increase was budgeted for staff. <br /> <br />Motion by Mayor Capra, seconded by Council Member Broussard Vickers, to <br /> <br />approve the North Metro Telecommunications Commission’s 2010 Budget. All in <br />favor. Motion carried unanimously. <br /> <br />st <br /> <br />4.21 Avenue/Backage Road – Approve Funding for Wetland Vegetation <br /> <br /> City Administrator Larson stated that this has been an ongoing issue for Centerville. The <br />area will not be approved by Rice Creek Water District, unless some additional work is <br />done to assure that the wetland and surrounding area has vegetated properly. <br /> <br /> City Administrator Larson stated that there are two proposals for wetland management that <br />st <br />will be required for the 21 Avenue/Backage Road Project. The proposal with the least <br />cost is from Prairie Restorations, Inc. Their cost would be $6,275, but could run up to <br />$9,075. City Administrator Larson recommended that the City Council approve a contract <br />with Prairie Restorations, Inc. <br />Page 3 of 6 <br /> <br />
