City of Centerville <br />Council Meeting Minutes <br />September 23, 2009 <br />Motion by Council Member Lee, seconded by Council Member Broussard-Vickers <br />to adopt Resolution #09-026 Accepting Proposal on the Sale of $2,475,000 General <br />Obligation Improvement Crossover Refunding Bonds; Series 2009B, Providing for <br />their Issuance and Pledging for the Security Thereof Certain Revenues. All in <br />favor. Motion carried unanimously. <br /> <br />st <br /> <br />2.Resolution #09-027 – Interfund Loan – 21 Avenue / Backage Road <br />Improvements <br /> <br />Motion by Council Member Lee, seconded by Council Member Paar to adopt <br />Resolution #09-027 Authorizing a Loan between Funds. All in favor. Motion <br />carried unanimously. <br /> <br /> <br />3.Speed Study CSAH 14 East of City Hall <br /> <br />Mayor Capra stated citizens have asked for review of the speed limit for the Southwest <br />th <br />corner of 20 Avenue and CSAH14. <br /> <br />Discussion ensued regarding the risk of approving a speed study, noting a speed study <br />could result in a higher speed and that the Minnesota Dept. of Transportation could make <br />the determination to study the entire length of CSAH 14 in Centerville. It was noted the <br />County would forward exactly what is requested by the City Council. Discussion also <br />ensued regarding what could be done in lieu of a speed study at this time. <br /> <br />It was the consensus of the City Council to direct Staff to request a speed trailer be placed <br />on the westbound side, with an update in two weeks as well as to send letters to residents <br />and businesses regarding the understanding of the risks of a speed study if it were to be <br />done in the future. <br /> <br />Mayor Capra stated Item #8 would be moved and discussed as Item #4. <br /> <br /> <br />4.2009 Street Project Clearwater Drive Update/ Damages <br /> <br />Discussion ensued regarding the residents’ concerns to the damage of Clearwater Drive <br />due to Forest Lake Constructions’ heavy equipment stored and vehicles used on the road. <br /> <br />After discussion it was the consensus of the City Council to direct City Engineer Statz to <br />review the site, provide his opinion on the significance of the damage, including unseen <br />damage, and meet with the contractor requesting a proposal on what action will be taken <br />by Forest Lake Construction to repair the street. City Council also directed Staff to <br />provide an update to the residents regarding those findings. <br /> <br /> <br />5.Emergency Preparedness & Response Plan (H1N1) <br /> <br />Motion by Council Member Lee, seconded by Council Member Fehrenbacher to <br />adopt Resolution #09-028 Approving and Adopting the Emergency Preparedness <br />Page 3 of 6 <br /> <br />
