Mayor <br /> Wilharber asked Councilmember Brenner, "What she had in mind ? ". Councilmember Brenner <br /> explained last years she had information on the city, it was a nice place for people to stop and ask <br /> questions. Mayor Wilharber thought it was a good idea and suggested changing shifts with her. <br /> Councilmember Helmbrecht commented the band is a good idea if there is no congestion for the <br /> Fire Department. Mr. Hagerty concluded Carpenters Auto body donated $50.00 for Earth Day. <br /> Earth/Clean up Day April 19 - <br /> Mr. Hagerty reported Eagle Pass Developers donated $200,00 for the Earth/Clean Up day. <br /> Clean up will be from 9:00 to 11:00 a.m. then a free lunch will be offered at Wargo Nature <br /> Center. In addition, a Girl Scout Troop called and would like to come on the Wednesday after <br /> April 19, to pick up around City Hall. To date there is about 20 volunteers to help out for <br /> Earth/Clean up day. <br /> OLD BUSINESS: <br /> Sprinkler Ordinance - <br /> Mr, Nyberg explained the proposed sprinkler ordinance. Mr. March suggested an odd -even ban <br /> May through September and be more restrictive when needed. Councilmember Buckbee <br /> suggested a correction identifying city water system exempting persons using personal wells. <br /> Councilmember Brenner suggested educating citizens as soon as possible since this ordinance will <br /> go into effect May of 1997. Councilmember Buckbee suggested using the City sign to inform the <br /> citizens. Mr. March suggested lifting the ban in the evenings regardless if it is odd or even <br /> sprinkling days. Mayor Wilharber suggested having a final draft before the April 23, council <br /> meeting. <br /> Councilmember Helmbrecht suggested cutting down the fine amount of $50.00. Mr, Nyberg <br /> suggested warning residents twice then applying the fine. Mayor Wilharber asked "Is this a <br /> conunon procedure in other cities ?" Mr. Nyberg replied yes, this is a common procedure. Mayor <br /> Wilharber suggested writing the sprinkling ban into ordinance form and have the Attorney review <br /> the ordinance. <br /> MOTION by Mayor Wilharber, seconded by Councilmember Buckbee to approve the proposed <br /> sprinkler ban. Motion carried. <br /> Seal Coat - <br /> Mr. Nyberg explained the estimated cost of the 1997 Seal Coat Project, including a cost estimate <br /> for Mill Road is $28900. If the Council elects not to seal coat Mill Road, the estimated costs are <br /> $24000. Mr. Nyberg explained if the costs for the project are less than $25000, state rules allow <br /> the project to not be publicly bid. However, because the costs are estimated to be so close to <br /> $25000, he would recommend bidding the project. <br /> Councilmember Helmbrecht asked "What is in the budget ?" Mr. March indicated $40000 was <br /> allocated in the 1997 budget. Mr. Nyberg explained Peltier Lake Drive is in need of some <br /> 3 <br />
