MEMO <br /> DATE : March 6, 1997 <br /> TO Honorable Mayor and Council <br /> FROM : Jim March <br /> RE Attached letter from the City of Hugo <br /> I spoke with Kate Drewry from the Rice Creek Watershed District <br /> in regards to the attached letter. I indicated that we would be <br /> discussing the letter at the next council meeting and we would be <br /> forming on official response. I asked for the position of the <br /> RCWD and she indicated that they have not formed an opinion. She <br /> also indicated that the St. Paul Water Utility and MN Department <br /> of Natural Resources probably would have more to do with the <br /> issue than RCWD. Ms. Drewry noted that she had just today <br /> received a petition from over 100 persons indicating that they <br /> wanted to have an operations study conducted on Peltier Lake Dam. <br /> She said most of the concern was being raised by persons in <br /> Columbus Township, although there was a signature from a property <br /> owner on Peltier Lake. <br /> I indicated that the City Council would probably order a letter <br /> be sent to the RCWD indicating that the Centerville City Council <br /> would like to see there be several opportunities for public input <br /> in regards to studying the situation. Kate had mentioned that <br /> the petitioners were concerned with wet farm fields, lack of <br /> wildlife, natural plant growth and erosion concerns. I recommend <br /> that we send a letter requesting the RCWD, DNR, or St. Paul Water <br /> Authority call for a public hearing before considering any <br /> operational study on the Peltier Lake Dam. <br />
