MEMO
DATE : February 4, 1999
TO : Honorable Mayor and Council
FROM : Jim March
RE : Cedar Street Park
************************ * * * * * * * * * * * * * * * ** * * * * * * * * * * * * **
Margaret Langfeld called me with further information on this issue. Margaret has been in contact
with the County Attorneys office in regards to the City's request for acquiring a non - restricted
deed on the tax forfeited parcel. Margaret indicated that the County is hesitant to place a value
on a tax forfeited property that is not relatively close to the "fair market value" of the property.
She indicated that she sent the assessor out to perform a current appraisal. The current taxable
market value on the parcel is $21,000. After discussing the issue with the Assessor, Margaret
indicated that she would be willing to place a value on the property of $20,000, but did not think
she could value the property any lower without negative repercussions.
Margaret indicated that if the City wished to use the parcel for a public works site, her impression
is that the cost to the City would be zero, because according to the County Attorney this would
still be a public purpose. She thought there would be some additional paper work involved if the
City wished to use the site for a public works facility.
The decision that needs to be made is whether to acquire the site for a non - specific use and pay
the $20,000 or pursue the site for a potential public works facility or do nothing at this time.
This decision may need to wait until after the Council tour on the 18th.
