Mr. McDonald- replied to Councihnember Nelson's question the approximate cost for a debt <br /> service analysis, $1,000. Mr. March assured Councihmember Brenner that the senior housing <br /> connection fees will be adjusted and the account closed out at the end of the project. Mayor Wilharber <br /> explained the excess of funds for streets have been delegated for street work this year, thus there is no <br /> real overage in that fund. Continuing, Mayor Wilharber questioned Staff regarding the utility operating <br /> cost in association with revenue should be looked into to ensure the cost of operation is covered by the <br /> revenues. Mr. March noted that Mr. Peterson is investigating the utility service cost. <br /> School Districts Sprinkler Extension - Fire Chief Milo Bennett <br /> Fire Chief Milo Bennett (Centennial Fire District Fire Chief) approached the Council and gave a quick <br /> synopsis of the need to install sprinklers in the school district. In short, Chief Bennett explained in 1996 <br /> he worked with the Centennial School District to implement sprinkler systems over time. Since, there has <br /> been a change in the State Fire Marshal, he does not have the authority to approve this type of plan. The <br /> sprinkler system plan needs to go before the State Fire Marshal's board. However, prior to that boards <br /> review, local government action is required. Chief Bennett requested the Council approve the school <br /> district's sprinkler extension plan. Mr. Warren Tester (Centennial School District) was present to answer <br /> questions. <br /> Lakeland Circle Parking <br /> Mr. March reported that there is a problem with parking on Lakeland Circle. Apparently, during Little <br /> League Baseball games, vehicles park on both sides of the road which hinders through traffic. Chief <br /> Bennett was present to answer any questions. <br /> Mr. Ken Deckman (1665 Lakeland Circle) expressed concern regarding the parking and stated that some <br /> residents have signed a petition requesting the Council to restrict parking during Little League games. <br /> Mr. Bart Rehbein (1669 Lakeland Circle) had a petition requesting "parking allowed on one side of <br /> Lakeland Circle." Mayor Wilharber noted receipt of same. <br /> Councihnember Travis suggested gg sted limiting parking to Centerville residents only. Mr. Rehbein would <br /> like to see the least restrictive law that would eliminate the parking problem, yet allow the property <br /> owners the right to park on the street. <br /> Mr. Deckman suggested to restrict parking, making it less attractive to park on Lakeland Circle during <br /> ball games. <br /> Councilmember Nelson asked how many of the 14 residents denied the opportunity to sign the petition. <br /> Mr. Rehbein replied that one lady el <br /> ep y ected not to sign the petition, because of college age children that <br /> have friends visiting regularly. <br /> Officer Guy suggested to restrict parking on one side of Lakeland Y gS P g Lake d Circle to ensure fire truck access. <br /> Mr. Gene Houle (1771 Centerville Road) explained that there are 49 parking spots in the School <br /> area which is more than ample space to service the ball ame participants. <br /> g p P <br /> Page 2 of 9 <br />
