The existing right -of -way along Centerville Road is 50 feet wide, with a 40 -foot wide
street down the middle. This leaves 5 feet of boulevard (4'-4" from back of curb) to
perform streetscape improvements on either side of the street. The minimum width to be
able to place lights, trees and also be ADA compliant is 6' from back of curb to edge of
walk. It is therefor recommended to obtain 2 feet of permanent easement on both sides of
Centerville Road from Main Street to Heritage Street. This would give the City the
necessary room to create a streetscape design of pedestrian ramps, lights, plantings and
other features.
PERMITS AND EASEMENTS
As mentioned previously, Centerville Road from Main Street to the south is Anoka
County State Aid Highway 21. The proposed water main and street construction will
require an Anoka County permit. A permit from the Minnesota Department of Health
(MDH) is needed for extending new water main. Permanent easements will be necessary
for widening the boulevard/walk area, and several temporary easements will be needed
for water service lines and sidewalk construction adjacent to the property line.
COST ANALYSIS
A detailed cost estimate of the utility and boulevard work is presented in Appendix A. It
includes 5% for contingencies and 30% for indirect costs such as design engineering,
administration, legal, construction inspection, and testing. The total estimated cost for
the project is $366,297.74.
Individual property owners will be responsible for the water main connection between the
property line and their building. Property owners may also have costs associated with
taking private welts out of service. Current ordinance requires connection to the new
water system once a private well system is in need of repair.
PROJECT SCHEDULE
Present Feasibility Report December 20, 1999
Public Informational Meeting January, 2000
Public Hearing, Order Plans/Specs February, 2000
Approve Plans, Order Advertisement April, 2000
Open Bids, Award Contract May, 2000
Begin Construction June, 2000
Complete Construction September, 2000
3
