30c <br /> PUBLIC SAFETY, WELFARE AND MORALS 1090.06 <br /> Chapter 109D of the Municipal Code of the City f Blaine <br /> > is added by Ordinance No. 591, dated 8/17/78. <br /> CHAPTER 109D. RATS AND RAT HARBORAGE <br /> 1090.01. NUISANCE. Rats and rat harborages are <br /> declared a public nuisance and shall be removed or ex- <br /> terminated in accordance with the provisions of this <br /> Ordinance. <br /> • <br /> 1090.02. DEFINITIONS. <br /> A. The term "rats" shall include all rats, mice, <br /> rodents and vermin not regulated or controlled by the <br /> State of Minnesota. <br /> B. The term "rat harborage" shall mean any physical - <br /> condition or place which may provide shelter or protection <br /> for rats, thus favoring their multiplication or existence <br /> inside, outside, over or under a structure of any kind on <br /> any lot or premises within the City of Blaine. <br /> 109D.03. ELIMINATION OF RAT FEEDING. It shall be <br /> unlawful for the owner, lessee, or occupant of any property <br /> within the City to place, leave, dump, or allow to accum- <br /> ulate any animal, fruit or vegetable matter, garbage, rubbish <br /> or trash in any building or on any premises, improved or <br /> ) vacant, or on any open lot or alley within the City of Blaine, <br /> so that the same may provide food or harborage for rats. <br /> Any waste material of animal, fruit or vegetable origin <br /> shall be stored in ratproof containers with tight fitting <br /> doors or covers. <br /> 1090.04. ELIMINATION OF RAT HARBORAGES. It shad be <br /> unlawful for the owner, lessee or occupant of any pro arty <br /> within the City of Blaine to accumulate or store on property <br /> within the City of Blaine any building materials, lumber, <br /> boxes, cartons or other containers, machinery, scrap metal, <br /> junk, raw materials, fabricated goods, and other items in <br /> such a manner as to become infested with rats. <br /> 1090.05. NOTICE. When any premises are found to be <br /> infested with rats or to be a rat harborage, the owner, <br /> lessee or occupant, if other than the owner, shall, upon <br /> written notice given by the Health Inspector, or his author- <br /> ized representative, exterminate the rats and remove all such <br /> harborages. Notice shall be served as described in Section <br /> 109C.02 of the Municipal Code. Should the owner, lessee, <br /> or occupant, if other than the owner, of any premises fail <br /> to comply with the notice within three days following such <br /> service, the Health Inspector, or his authorized represent- <br /> ative, may take all action necessary to abate the public <br /> ) nuisance. <br /> 109D.06. ASSESSMENT. All costs and expenses incurred <br /> in abating the public nuisances described above shall be <br /> 9/25/78 211 -19 <br />
