Council Member Travis requested that Mr. Cooper clarify the phasing plan and Mr. Cooper <br /> explained the three (3) phases of development. <br /> Mayor Wilharber questioned whether the developer had contacted MUSA officials concerning the <br /> swap for the development. Mr. Cooper indicated that the developer anticipated doing so shortly. <br /> Mayor Wilharber stated that all fees associated with the previously discussed MUSA swap and <br /> updating the City's Comprehensive Plan, would be the responsibility of the developer. Mr. <br /> Cooper concurred. <br /> Council Member Broussard Vickers questioned whether plans for roads within the development <br /> were available and Mr. Cooper indicated that the plans for same where not available at this time. <br /> Council Member Nelson questioned whether there would be a temporary cul -de -sac between lots <br /> 15 and 16 allowing the road to go through when the property to the south is developed. <br /> Council Member Broussard Vickers feelings regarding the placement of the temporary cul de sac <br /> concurred with the property owner to the south, and did not agree with a temporary cul -de -sac. <br /> Council Member Vickers felt that the cul de sac would assist snowmobilers and ATVs in <br /> accessing her property. <br /> Mr. Tom Peterson, City Engineer, expressed concern in regards to the elevation differences in the <br /> area of the curve on Dupre Road. Mr. Cooper stated that it is the intention of the developer to <br /> keep the elevation the same as the tree line and did not anticipate problems. <br /> Mayor Wilharber questioned the amount of acreage the entire development encompassed and Mr. <br /> Cooper indicated 54.73 acres. <br /> Mr. Jim Hoeft, City Attorney, stated that the developer indicated a desire to deed Outlots A, B and <br /> C to the City. Mr. Hoeft expressed concern for Outlot B being an easement for driveways. He <br /> then stated that the City was not interested in the Outlots and maintaining same. Mr. Hoeft <br /> suggested that the maintenance should be that of the homeowner's association. Mr. March <br /> concurred. <br /> Mr. March stated that the following items of concern regarding the development: installation of <br /> turn lanes on Centerville Road, the building of a new school to house children of this <br /> development, concern for home values within the development, park dedication fees, MUSA <br /> swap, ownership of the outlots, cul -de -sac to the north and access for those driveways, minimum <br /> garage size requirements, watershed requirements, and an Anoka County permit to access <br /> Centerville Road. <br /> Mayor Wilharber questioned how many lots were 80 feet wide. Mr. Cooper stated that six (6) or <br /> seven (7) are of that width and ten (10) lots are between 83 feet and 85 feet wide. The remaining <br /> lots are between 90 feet and 100 feet wide. <br /> Mayor Wilharber questioned whether Mr. Peterson felt building a cul -de -sac over the force main <br /> easement posed any problems. Mr. Peterson stated he did not. Mr. Peterson stated that the <br /> necessary permits to do so would need to be obtained. <br /> Mayor Wilharber questioned whether the developer had spoken to Rice Creek Watershed officials. <br /> Mr. Cooper stated that subsequent to approval by Council, they would be contacted. <br /> Page 3 of 14 <br />
