Council Member Travis expressed concern for trailway access in the middle of Dupre Road. <br /> Council Member Sweeney stated that the trailway in Eagle Pass development is similar to that <br /> proposed by Ground Development. <br /> Ms. Karla DeVine, Parks and Recreation Committee Member, stated that the Parks and Recreation <br /> Committee was dissatisfied with the first plan because the trail would cross two (2) roadways and <br /> a cul -de -sac. The current proposal crosses one (1) roadway. <br /> Mr. Wayne LeBlanc, Parks and Recreation Committee Member, expressed concern for the <br /> proposed trailway width and stated that the developer may need to obtain a 30 -foot easement for <br /> the trailway. Mr. LeBlanc felt that this would then make the lots smaller. <br /> Council Member Nelson questioned if the trailway would be ten (10) feet wide and paved. Mr. <br /> Cooper stated it would meet ADA requirements. <br /> Council Member Travis stated that if the trailway crossed the road there would need to be a <br /> crosswalk. Mr. Cooper stated that a pedestrian ramp and crosswalk would be installed. <br /> Mr. LeBlanc expressed concern for the width of the trailway. He questioned whether the square <br /> footage of the lot included the easement for the trailway. Mr. Cooper concurred. Mr. LeBlanc <br /> stated that some lots were small in size. Mr. LeBlanc suggested the City take into consideration <br /> the master plan to connect Centerville's trailways from east to west to connect to trails in Lino <br /> Lakes and Hugo. Mr. LeBlanc also expressed concern for pedestrians crossing Centerville Road <br /> and suggested the City consider a tunnel or flashing lights to ensure the safety of children and <br /> residents. <br /> Mr. March stated that other communities have used tunnels to cross county roads. Mr. March also <br /> stated that in the City of Andover a tunnel was built under a set of railroad tracks with an <br /> approximate cost of $100,000. Mr. March stated it may not be feasible for Centerville to have a <br /> tunnel to cross Centerville Road. Council Member Nelson stated that the City of Lino Lakes has a <br /> tunnel under Birch Street ensuring students safety in crossing the street. <br /> Council Member Sweeney questioned the depth of the sewer and water lines along Centerville <br /> Road. Mr. Peterson stated that typically sewer and water lines are installed approximately fifteen <br /> (15) feet deep. Mr. LeBlanc suggested if a tunnel was not feasible, perhaps flashing lights would <br /> be. Mr. LeBlanc suggested Centerville check with Anoka County to make sure the proposed <br /> trailway meets County requirements as the trailway may be able to be turned over to the County in <br /> the future as a regional trailway. <br /> Mayor Wilharber questioned the width of the trail in the Hunter's Crossing Development and Mr. <br /> Peterson stated nine (9) and one half (1/2) feet wide. <br /> Council Member Broussard Vickers questioned whether the Parks and Recreation Committee had <br /> considered the crossing of 20 Avenue regarding the trailway. Council Member Sweeney stated <br /> that the Committee had discussed this item and determined that it was impossible to plan for the <br /> trailway until the property developed. <br /> Council Member Broussard Vickers stated it may be in the best interest of the City to have the <br /> developer run the trailway north through or along Outlot A. <br /> Page 4 of 14 <br />
