Mr. Peterson explained it is not only the youth speeding through the area, adults <br /> driving to and from work are speeding as well. He stated the stop sign in front of <br /> his home should be removed and have a speed limit sign placed in this area to <br /> remind traffic of the limits. <br /> Ted Peterson, 6933 Pheasant Lane, stated the police enforcement on Pheasant <br /> Lane is extremely poor. He stated there is only one stop sign on Center Street <br /> increases the traffic flow along this Mayor Wilharber <br /> his roadwa . Ma <br /> which m g roadway. Y <br /> encouraged Mr. Peterson to take down license plates and make /model of vehicles <br /> to report to the police. <br /> Mayor Wilharber stated this issue arose from complaints of high -speed traffic in <br /> the City and a proposal for a new program using a hand held radar throughout the <br /> City is being considered. He explained the Council is looking for residents <br /> interested in volunteering their time to observe and clock traffic. Council Member <br /> Vickers encouraged the residents to take responsibility of their driving and take <br /> part in this program. She added that this Council has drafted a letter to the police <br /> department to note all speeding will be a violation and not a warning. <br /> Council Member Sweeney reiterated to the residents that stop signs provide a <br /> false sense of security for those in the neighborhood. He encouraged the residents <br /> to educate their children to look before they cross or play in the street. <br /> Ms. Nasca asked that the City create more community awareness throughout the <br /> City to share with the residents the concern of high -speed traffic. Mayor <br /> Wilharber encouraged the residents to take up a crime watch in their <br /> neighborhood to communicate the speeding issues and danger of high -speed <br /> traffic. <br /> VIII. UNFINISHED BUSINESS <br /> County Bank — Special Use Permit, Site Plan Approval <br /> Mayor Wilharber reviewed the site plan, grading plan, and building elevations as <br /> proposed for the County Bank to be located at the intersection of 21 Avenue and <br /> Main Street. He advised of the Planning and Zoning Commission's <br /> recommendation that the Special Use Permit and site plan be approved contingent <br /> upon three conditions. Mr. Peterson noted all issues have been addressed by the <br /> County Bank and they are willing to comply with staff suggestions. <br /> Greg Owens, President of the County Bank, presented the site plan for the <br /> proposed County Bank. He noted the staff is excited to come into the City of <br /> Centerville. Mike Shaft, Shea Architects, reviewed the access and site plan of the <br /> County Bank with the Council. He stated the building is set back on the property <br /> to allow for additional landscaping. <br /> Mr. Shaft noted the drive -up window is on the left of the building, which would <br /> be heavily landscaped. He added that the one -way drive through roadway would <br /> be narrow to minimize the use of blacktop in this development with the parking <br /> 4 <br />
