Mayor Wilharber reviewed the Special Use Permit request from the County Bank <br /> and asked Mr. Owens to review this request. Mr. Owens stated ground breaking <br /> would not begin until late August. He explained this was the reason a Special Use <br /> Permit was requested, to allow the County Bank an opportunity to begin banking <br /> activity. Mr. Owens stated the County Bank requests this to gain clientele <br /> between now and next January for full service banking. He noted the trailer <br /> would be removed shortly after the bank opened. <br /> Council Member Broussard Vickers noted the Planning and Zoning Commission <br /> reviewed this item and recommended approval with three conditions. She noted <br /> the Planning and Zoning Commission recommended the facility be completed in <br /> six months, but the Council could change this to nine or twelve months if the <br /> Council felt this was adequate. <br /> Motion by Council Member Broussard Vickers, seconded by Council <br /> Member Sweeney to approve the Special Use Permit for County Bank as <br /> presented contingent upon the three conditions contained in staff's report <br /> changing the sir months to twelve months for completion and removal of the <br /> trailer. All in favor. Motion carried unanimously. <br /> Motion by Council Member Broussard Vickers, seconded by Council <br /> Member Sweeney to approve the Site Plan for County Bank as presented <br /> contingent upon the three conditions contained in staffs report. All in favor. <br /> Motion carried unanimously. <br /> Hunter's Crossing — Grading Plan and Draft Developer's Agreement <br /> Mayor Wilharber presented comments from City Engineer Tom Peterson in <br /> regard to the grading plan for Hunter's Crossing. He advised that Mr. Carlson has <br /> already produced a letter of credit to cover the restoration fees for the grading <br /> work. Mayor Wilharber noted Mr. Carlson will also have to sign a waiver that he <br /> is willing to commence grading at his own risk, if he desires to start grading prior <br /> to final plat approval. <br /> Mr. Carlson apologized for the extensive tree removal within the Hunter's <br /> Crossing development and noted he would be replanting 100+ trees throughout <br /> the development upon grading completion. He added the new trees would be a <br /> welcomed species to the area. <br /> Mr. Carlson furnished the City with a letter of credit for the grading plan. He <br /> reviewed the Development Contract and asked if he would be responsible for <br /> carrying liability insurance forever, or for the life of the development period. He <br /> also questioned the building permit limits within this agreement before the paved <br /> roads were completed. <br /> Mr. Hoeft stated the building permit issues were addressed with staff and no <br /> specific requests have been made at this time.
