brought before staff and incorporated into the Development Contract. Mr. Hoeft
noted he would reword the liability insurance language to deal with all potential
liability during the construction of the development.
Council Member Travis asked if the silt fence required would be $600 per each •
lot or per the development. Mr. Peterson stated this was one silt fence per the
development. Mr. Carlson asked that all potential builders be responsible for
placing a silt fence at the edge of each property.
Mr. Carlson asked if the exact location of the trail connection from this
development to the Anoka County trail system was known. Council Member
Sweeney stated this is not known at this time but that the trail would run through
the south side of the development and connect to the County trail system at the
developer's expense.
Motion by Council Member Sweeney, seconded by Council Member
Broussard Vickers to approve the Hunter's Crossing grading plan and
Developer's Agreement conditioned upon them being allowed two building
permits, with $2,000 per lot of park dedication fee under item #9, as
previously approved by Council; with a trail from Centerville Road to the
Anoka County trail system at the developer's expense, and that Counsel
greater define the liability insurance needs of the developer. All in favor.
Motion carried unanimously.
Ordinance #4 — Approval of Summary for Publication and Final Draft Approval
Mayor Wilharber explained that since changes were made to Ordinance #4, the
City is required to hold an additional public hearing, which will be noticed and
held on June 28, 2000. He explained the final draft of the Ordinance had been
included in the Council's packet. It was noted the summary of publication was
not included within the packet.
Council Member Sweeney indicated he discussed this item with several people on
the fire department and there is concern regarding the driveway width at the street
and trailer length portions of the Ordinance. He explained many residents are
unaware of the changes being proposed even though this item has been posted on
the City sign and within the local paper. Council Member Sweeney noted many
of the residents he spoke with moved to this area to get away from the restrictions
posted in other cities.
Mayor Wilharber stated the Ordinance does not have to be approved at the next
meeting if the public voices concern about the lack of notice given to the public.
Council Member Sweeney concurred with this suggestion.
Council Member Broussard Vickers noted that after approval not all residents
would agree with all portions of the Ordinance. She stated a lot of work went into
the Ordinance and she is tired of it continually being tabled for future discussion
and additional public input.
6
