109 PLANNING & ZONING COMMITTEE <br /> 110 MARCH 7, 1995 <br /> 111 PAGE 3 <br /> 112 <br /> 113 Atkinson added that the problems in the neighborhood include <br /> 114 smoking, drugs, drinking, swearing from kids to adults and other <br /> 115 kids, loud noises and destruction of property. <br /> 116 <br /> 117 Councilmember Helmbrecht stated that this issue should be brought <br /> 118 before the City Council and that she was not aware of all the <br /> 119 trouble going on on S. Robin Lane. <br /> 120 <br /> 121 Rehbein stated that they are also looking at park equipment to <br /> 122 put next to each building and /or purchasing additional property <br /> 123 for a park for that community. Councilmember Helmbrecht <br /> 124 questioned whose responsibility it would be to do the upkeep on <br /> 125 the equipment. Kornocich answered that it would be the <br /> 126 owner /management company. <br /> 127 <br /> 128 Gerald Rehbein stated the project is already zoned and they are <br /> 129 paying assessment for water and sewer and if they can't develop <br /> 130 the property they should be refunded assessments and interest. <br /> 131 <br /> 132 Motion by Vermeulen, second by Welk to schedule a public hearing <br /> 133 for Golden Meadows project for April 4, 1995, 7:00 p.m. Motion <br /> 134 carried unanimously. <br /> 135 <br /> 136 J.R.V. Automotive - Joseph Vadnais <br /> 137 Joseph Vadnais stated that he would like to build a general <br /> 138 repair automotive repair business in Centerville. It is a 30 x <br /> 139 50 butler building, similar to the Swenson building with a wooden <br /> 140 material to look like a stone front, similar to the Veterinary <br /> 141 Clinic. Vadnais also added that he did not know where to start <br /> 142 and what the next step would be. <br /> 143 <br /> 144 Tourville stated the property is currently zoned industrial and <br /> 145 Vadnais's proposal meets the business criteria although the <br /> 146 minimum square footage is 5000 and he is only proposing a 3000 <br /> 147 square foot building. <br /> 148 <br /> 149 Welk expressed concern of it being a pole barn versus a butler <br /> 150 building. Vadnais stated that a butler building is a steel <br /> 151 framed building bolted together and a pole barn is a cement pour <br /> 152 with the frame in the ground. <br /> 153 <br /> 154 Drilling stated that Vadnais will have a major problem with the <br /> 155 square footage. Tourville added that a variance couldn't be <br /> 156 granted because the lot is vacant and there is no reason he <br /> 157 couldn't comply with the ordinance. Tourville suggested to <br /> 158 Vadnais to come up with site plan for proposal to City Council. <br /> 159 Welk stated concern with the amount of steel allowed and what <br /> 160 kind of materials would be used on the exterior and front of the <br /> 161 building. <br /> 162 <br />
