P&Z MEETING MINUTES FEBRUARY 2, 1993 PAGE TWO Ms. Zeug further explained that many area residents have expressed a desire for a walkway along the creek. Ms_ Zeug noted she would like to have a drainage easement east of her home included in the plan_ Ted Erkenbrack, 7377 Peltier Circle, was present. Mr. Erkenbrack explained that they have spent a lot of time and money on the placement of their home along Clearwater Creek. Mr. Erkenbrack has windows that face Clearwater Creek Mr. Erkenbrack expressed that by vacating and rerouting Mill Road, the City will be putting people "down their back door ". Mr. Erkenbrack expressed that he likes the tree line. Mr_ Erkenbrack noted that the issue of safety has been expressed at the meeting. Mr. Erkenbrack questioned the safety of rerouting Mill Road through a more densely populated residential development_ Mr. Erkenbrack noted that he is opposed to the vacating and rerouting of Mill Road. Pat Fruth, 7384 Mill Road, was present. Mr. Fruth expressed concern regarding the accessibility for the Centerville and Lino Lakes residents located to the north of the proposed Mill Road vacation_ Mr. Fruth expressed concern about emergency vehicles l access. Mr. Fruth stated that because the northerly portion of Mill Road only services a few homes, does not make the vacating and rerouting right. Jim Carlson, 7389 Mill Road. was present_ Mr. Carlson, asked that the reason for vacating and rerouting of Mill Road be explained. Mr. Carlson also asked what the projected costs for reconstructing Mill Road may be. John Stewart, City Engineer, was present_ Mr. Stewart noted that it was his recollection that the reason for the City considering the vacating and rerouting of Mill Road was based upon the road being a poor use of land. Mr_ Stewart noted that in 1987 the estimated cost for reconstruction was approximately $40.00 per square foot. yr. Stewart also noted that another barrier is required at an approximate cost of $5.000.00. Mr_ Stewart further noted that this section of Mill Road is net the most stable piece of ground. There is concern with the drop off. Mr. Stewart noted there also appears tc be a sight problem with the incline on Mill Road. Mr_ Stewart explained that Mill Road would require a flatter grade_ Mr. Stewart also noted that Mill Road is a collector street, but i3 not built to City collector street standards of 36 feet wide_ Mr. Stewart noted that Mill Read is only 22 feet in wide in that area Mr. Stewart noted that there are significant engineering issues with Mill Road. 1 Bob Burgstahler noted that an alternative could be to approve the
