P &Z MEETING MINUTES <br /> SEPTEMBER 8, 1992 <br /> PAGE SIX <br /> Commission member Drilling noted the traffic appears to flow more <br /> easterly. Commission member Drilling also expressed that the <br /> density appears to be within the spirit of the Comprehensive <br /> Plan. He also noted there did not appear to be any "major <br /> league" objections to the proposed development, besides the <br /> drainage. <br /> Bob Burgstahler, 7381 Mill Road, was present. Mr. Burgstahler <br /> noted the Centerville does need to improve its housing standards. <br /> Mr. Burgstahler expressed this appears to be the best plan <br /> presented. Mr. Burgstahler also noted the plan does appear to <br /> meet the intent of the Comprehensive Plan. <br /> Commission member Vermeulen expressed it was her recollection <br /> that the lots north of 73rd Street were to be rezoned R2 versus <br /> R2A. Commission member Vermeulen questioned Mr. Vanderbeek what, <br /> in his opinion, made him a better builder. <br /> Mr. Vanderbeek noted the least expensive home will be $85,000.00 <br /> with a brick front. The soil is not the best and the lack of <br /> trees does hurt the marketability of the development. The <br /> different zoning districts allows to fill the gap in the housing <br /> prices in Centerville. <br /> Chairperson Tourville noted, in his opinion, the intent of the <br /> Comprehensive Plan is to phase in the zoning districts to the R -5 <br /> zoning district. <br /> Commission member Vermeulen noted that it would be a shame to <br /> take the trees out. Commission member Vermeulen also noted that <br /> the drainage concerns needed to be addressed. <br /> Commission member Welk expressed, in her opinion, the property <br /> north of 73rd Street should be zoned R2. Commission member Welk <br /> noted frustration with the Park and Recreation Committee not <br /> being able to make a decision about the park land. Commission <br /> member Welk also questioned were the access to the park land <br /> would be. <br /> Chairperson Tourville noted the park land is proposed to be <br /> located in Phase III of the proposed development. <br /> Chairperson Tourville questioned why the "mid" section of the <br /> development is proposed as Phase I. <br /> Mr. Rehbein noted this appears to solve the problem with the <br /> issue of sewer service to the Center Hill Third Addition. Mr. <br /> Rehbein also noted that if the development sells it can be <br /> marketed either north or south. <br />
