There <br /> is also no need for the planned unit development special use <br /> permit since all the buildings appeared to be within the set <br /> backs. Chairman Tourville did suggest however that Mr. Rehbein <br /> go with a PUD to allow flexibility for park land. <br /> Mr. Rehbein was also informed of the Planning and Zoning <br /> Commission decision to table his rezoning request and that Maier, <br /> Stewart and Associates will be requested to prepare a feasibility <br /> study. <br /> . #t - 4.. .' - B1 .'t- '.. Is <br /> Chairman Tourville stated that he could not see the difference <br /> between a conditional use permit versus special use permit for a <br /> site plan. Chairman Tourville also stated that he is not in <br /> favor of grating special use permits for site plans. Chairman <br /> Tourville expressed that conditions should be put into a site <br /> plan versus granting a special use permit. <br /> Commission member Drilling felt that this could be creating more <br /> work for the City, but felt that the City was trying to protect <br /> themselves against undesirable businesses. <br /> Chairman Tourville felt that the requirement for a special use <br /> permit for a site plan is discouraging development and that it is <br /> an inappropriate use of a special use permit and /or a conditional <br /> use permit. Chairman Tourville noted that the same thing is <br /> required in the Commercial part of the Ordinance. Chairman <br /> Tourville also expressed that he is not advocating the dropping <br /> of site plan approval. <br /> Motion by Tourville, second by Drilling to hold a public hearing <br /> at their next regular scheduled meeting on the possibility of <br /> deleting from Ordinance #4, Appendix A - A10 Site Plan and <br /> Appendix B - B -10 Site Plan, motion carried unanimously. <br /> Ordinance #4 - Appendix R - B21 No Outdoor Storage. <br /> Chairman Tourville noted that questions arose from Kevin Fuller's <br /> request for an automotive repair shop in the Industrial Park. <br /> The ordinance allows car sales. The question appears to be what <br /> is and what is not to be consider outdoor storage. <br /> Commission member Drilling felt that in his opinion building <br /> materials and equipment could be considered outdoor storage. <br /> Commission member Welk expressed that it could be something that <br /> would not be appropriate giving dented fenders as an example. <br />
